Ukraine and Russia signed agreements with Turkey and the United Nations in Istanbul on July 22 to solve the problem of food and fertilizer supply in the international market. According to the agreement, the relevant parties should lift the restrictions on the export of food and fertilizer from Russia, and Russia will assist in the export of grain out of Ukraine. In addition, the Black Sea humanitarian transport corridor will be opened to ensure that merchant ships can safely transport grain out of Ukrainian ports.

When asked whether he thought Russian food exports would increase, Greenspan said,”I expect transaction costs to fall.”

She added,”because there are problems in transportation, insurance, payment and freight transportation, all of which drive up international prices. Therefore, I expect these obstacles to be reduced and transaction costs to be reduced.”

Greenspan pointed out that the United Nations will set up a working group to continue to promote the efforts related to the food agreement signed in Istanbul.
