   夏日炎炎,何以解忧?唯有冷饮。入夏以来,随着消费者对冷冻饮品需求的增加,市场监管总局要求各地市场监管部门加强对雪糕等冷冻饮品的监管,进一步加大对冷冻饮品生产经营企业的监督检查和冷冻饮品的监督抽检力度。随着抽检信息的不断公布,很多我们儿时记忆中的味道也出现了“塌方”。从钟薛高雪糕烧不化事件,到小布丁、甜糯玉米等雪糕被检测出不合格,冷冻饮品的安全问题越来越被广泛关注。

 
Using the self-developed food sampling inspection query and analysis system, the food partner network counted the announcement of food safety supervision and sampling issued by the national and local (provincial/autonomous region/municipality directly under the central government) market supervision departments at all levels from January to June 2022, summarized and counted the sampling information of frozen drinks, and analyzed and studied the sampling quantity, sampling qualification rate, causes of unqualified frozen drinks, origin, risk causes, etc.
 
  1、 Overall sampling inspection of frozen drinks
 
In the first half of 2022, the national and local (provincial/autonomous region/municipality directly under the central government) market supervision departments at all levels sampled a total of 1161 batches of frozen drinks, including 1143 batches of qualified samples and 18 batches of unqualified samples, with a sampling qualification rate of 98.45%. In terms of the number of sampling inspection in each month, the number of sampling inspection in May is the largest, 416 batches; The second is March, 257 batches. In terms of the qualified rate of sampling inspection, the qualified rate of sampling inspection in June was the highest, 99.33%; The qualified rate of sampling inspection in April was the lowest, 95.20%(no notice of sampling inspection of frozen drinks was issued in February). See Figure 1 for the sampling quantity of each month.

  2、 Sampling inspection category and cause analysis of nonconformity
 
According to the properties of frozen drinks, frozen drinks are divided into seven categories:ice cream, ice cream, snow mud, popsicle, sweet ice, edible ice, and other categories (fried yogurt, Iced Milk Tea, etc.). From the perspective of the overall sampling quantity, the sampling quantity of ice cream is the largest, 513 batches; Followed by ice cream and popsicles, both of which are more than 200 batches. Judging from the qualified rate of sampling inspection, the qualified rate of edible ice, snow mud, sweet ice and other types is 100%; The qualified rate of ice cream was the lowest, 97.86%. See Table 1 for details.

Among them, ice cream, popsicles and ice cream were found to be unqualified, and the unqualified conditions are as follows:
 
(1) ice cream
 
367 batches of ice cream were sampled, and 3 batches were unqualified, with a pass rate of 99.18%. The unqualified reasons are that the total number of colonies exceeds the standard, the coliform group exceeds the standard and the protein does not meet the standard.
 
(2) popsicle
 
A total of 238 batches of popsicles were sampled, and 4 batches were unqualified, with a pass rate of 98.32%. The unqualified reasons are that the total number of colonies and coliform bacteria exceed the standard.
 
(3) ice cream
 
A total of 513 batches of ice cream were sampled, and 11 batches were unqualified, with a pass rate of 97.86%. The unqualified reasons are that the total number of colonies exceeds the standard, the coliform group exceeds the standard, the Listeria monocytogenes exceeds the standard and the protein does not meet the standard.
 
  3、 Origin analysis of frozen drinks
 
Among the above frozen drinks, the qualified rate of sampling inspection of frozen drinks from Liaoning, Jiangsu, Beijing, Henan, Tianjin, Hubei, Shandong, Jilin, Sichuan, Anhui, Shanghai, Inner Mongolia, Guangxi, Jiangxi, Hainan, Xinjiang and Guizhou is 100%, and the qualified rate of sampling inspection of frozen drinks from Chongqing and Yunnan is low, less than 90%. See Table 2 for the qualified rate of sampling inspection of each origin.

  4、 Analysis of high risk factors of frozen drinks
 
From January to June 2022, the qualified rate of sampling inspection of frozen drinks was generally stable, but from the perspective of unqualified sampling inspection, some problems were also exposed. The main problems were over standard total bacterial count, over standard coliform group, over standard Listeria monocytogenes and under standard protein. In view of the above high-risk factors, the food partner network analyzed:
 
Total bacterial count
 
Total bacterial count是用以判定食品被细菌污染的程度,反映食品的新鲜程度和卫生状况的重要微生物指标之一。如果产品的菌落总数严重超标,说明其产品的卫生状况达不到基本的卫生要求,会加速产品的腐败变质,使产品失去食用价值。
 
Coliform group
 
Coliform group是国内外食品污染指示菌之一,冷冻饮品中检出大肠菌群,提示被致病菌(如沙门氏菌、致病性大肠杆菌)污染的可能性较大。大肠菌群超标可能由于产品的加工原料、包装材料受污染,或在生产过程中产品受人员、工器具等生产设备、环境的污染、有灭菌工艺的产品灭菌不彻底而导致。大肠菌群超标,会引起腹泻、肠胃感染等。
 
Listeria monocytogenes
 
Listeria monocytogenes是一种人畜共患病的病原体,会引起人的李氏杆菌病,主要表现就是感染后会导致败血病、脑膜炎和单核细胞增多。因为这种菌是细胞内寄生菌,寄主清除它只能靠细胞免疫,对于新生儿和老年人杀伤力更为显著。单增李斯特菌的传播途径有粪口传播以及破损皮肤、粘膜进入体内导致感染。这种病菌在4℃环境中依然可以繁殖,是冷藏食品威胁人类健康的主要病菌之一,所以冷冻饮品中检测出这种病菌必须引起重视。
 
Protein

Ice cream and ice cream are mainly made from drinking water, milk or dairy products, egg products, fruit products, bean products, sugar, edible vegetable oil and other raw materials. Unqualified protein indicators indicate that the materials used in the products cannot meet the standards, and there is a problem of Jerry building.
 
  Summary
 
Through analysis, it is found that the main reasons for the unqualified sampling inspection of frozen drinks in the first half of 2022 are the inadequate control of sanitary conditions in the production and processing process, or the microbial pollution caused by the non-standard operation of products in transportation, storage and sales. In order to ensure the quality and safety of frozen drinks such as ice cream, production enterprises should strengthen the health management of all links of production and add ingredients in strict accordance with national standards. Local market supervision departments should strengthen the supervision of production enterprises and pay more attention to food safety issues. Strictly investigate and deal with violations of laws and regulations to ensure the”safety on the tip of the tongue” of consumers.
