In order to implement the overall deployment of the provincial Party committee, the provincial government and the State Administration of market supervision on food safety and standardize the production and processing of small food workshops, according to the deployment requirements of the three-year action plan for improving the specifications of small food production and processing workshops in Fujian Province (2020-2022) (MSW [2020] No. 6) of the provincial Food Safety Commission, after research, It is decided to continue to organize the pilot construction of centralized processing zones of small food workshops in the whole province. Now we have printed and distributed to you the 2022 work plan for the pilot construction of the centralized processing zone of small food workshops in Fujian Province. Work plan for pilot construction of centralized processing zone of small food workshops in Fujian Province in 2022
 
In order to further promote the construction of the centralized processing zone of small food workshops, promote the improvement and transformation and upgrading of the specifications of small food workshops, and improve the food safety level of small workshops, this work plan is formulated according to the deployment requirements of the three-year action plan for improving the specifications of small food production and processing workshops in Fujian Province (2020-2022) (MSW [2020] No. 6) issued by the provincial Food Safety Commission.
 
I. objectives and tasks
 
Fully implement the”four strictest” requirements, take ensuring food safety as the bottom line, and explore and build a centralized processing zone of small food workshops with Fujian characteristics through adjusting measures to local conditions, overall planning and reasonable layout. Through the pilot construction, a number of small workshop centralized processing zones with standardized management, distinctive characteristics and outstanding benefits will be formed, and the construction of small workshop centralized processing zones across the province will be gradually promoted from point to area, so as to promote the standardized development, healthy development, transformation and upgrading of small workshops, help the Rural Revitalization Strategy, and serve the local economic and social development.
 
 II. Main contents
 
(I) local governments attach importance to food safety. The people’s governments of counties (cities, districts) and townships (towns) should attach great importance to food safety work, uniformly lead, organize and coordinate the construction and management of the centralized processing area of small food workshops, incorporate the construction and management of the centralized processing area of small food workshops into the food safety work plan of the government at the same level, and include the relevant work funds in the financial budget of the government at the same level. In accordance with the overall requirements of local industrial development and urban and rural planning, combined with the number, scale and distribution of small food workshops in the administrative region, as well as the permanent population, geographical location, radiation radius and other factors, the centralized processing area of small food workshops will be planned and reasonably distributed, and policies will be issued to encourage and support small food workshops to enter the processing area to engage in food production and processing activities. The special research deploys the pilot construction of the centralized processing zone of small food workshops, and all relevant departments at all levels, such as market supervision, agriculture and rural areas, cultural tourism, health, ecological environment, commerce, public security, township (street) and so on, take their responsibilities, actively participate in and effectively promote the pilot construction of the centralized processing zone of small food workshops.
 
(II) the supervision department implements the supervision responsibility of small workshops. The food safety supervision department at the county level conscientiously performs its supervision responsibilities, comprehensively carries out the census and filing of small food workshops, establishes a directory database of small workshops under its jurisdiction, collects the basic information of small workshops, administrative approval of small workshops, daily inspection results, administrative punishment and other information, establishes the Archives of small workshop supervision one by one, and implements dynamic management. Comprehensively carry out the administrative examination and approval of small workshops, optimize the examination and approval process, improve the efficiency of examination and approval, and require to obtain the corresponding license for those who meet the requirements of the catalogue of food varieties of small workshops; Those who cannot obtain the corresponding license of the small workshop shall be required to close down and transfer. Strengthen the daily supervision and inspection of small workshops, formulate the annual supervision and inspection plan of small workshops, bring the food of small workshops into the scope of sampling inspection of food safety supervision at the county level, and explore the implementation of”smart supervision” and”Internet + supervision” of small food workshops.
 
(III) the planning and design of the centralized processing zone are reasonable. The processing zone is a fixed centralized production and operation site, and the site selection and environment meet the requirements of relevant regulations. Areas with significant food pollution should not be selected, and a safe distance of more than 25 meters should be maintained from toxic and harmful places and other pollution sources. Supporting public facilities such as electric power, water supply and drainage, sewage discharge, transportation, etc., and centrally treating pollutants such as wastewater and waste gas as required. The processing area shall be equipped with an inspection room equipped with full-time or part-time inspection personnel, which can meet the delivery inspection needs of all kinds of food in the processing area. Equipped with video monitoring system to monitor public places and all small food workshops in the processing area in real time.
 
(IV) small workshops implement the main responsibility of food safety. The small food workshops in the processing zone meet the requirements of the food safety regulations of Fujian Province, the basic requirements for quality and safety control of small food production and processing workshops (gb/t 23734), and hold valid business licenses and corresponding production and processing licenses. There are fixed places and drainage systems for food raw material processing, food production, packaging, storage, etc. that are compatible with the variety and quantity of food produced and meet the requirements of food safety standards, so as to keep the environment clean, sanitary and unobstructed, and maintain a safe distance of more than 25 meters from toxic and harmful sites and other pollution sources. Production and processing areas and living areas shall be separated according to the requirements of ensuring food safety. Production and processing facilities, equipment and production processes comply with food safety requirements and regulations. Have traditional technology or other technology to ensure food safety. Have production and operation personnel and management system to ensure food safety.
 
(V) centralized processing zone management and service specifications. The processing zone shall establish a unified management organization, establish a unified management system, clarify the functions and responsibilities of food safety services and management, strengthen the management of small food workshops in the processing zone, and fulfill the main responsibility of food safety. The small workshops settled in the processing zone shall be subject to filing management, and those who have not obtained business licenses and corresponding licenses shall not produce and operate in the processing zone. Allocate full-time or part-time food safety management personnel to be specifically responsible for food safety management in the processing area.
 
 III. work arrangement
 
(I) time limit for declaration (before mid July 2022). The county-level market supervision bureau and food safety office applying for the pilot of the centralized processing zone of small food workshops at the provincial level shall submit the pilot construction work plan to the market supervision bureau and food safety office at the municipal level divided into districts before July 15, 2022, and submit the application form for the pilot of the centralized processing zone of small food workshops in Fujian Province (Annex 1) in quadruplicate and the pilot construction work plan. After being reviewed by the market supervision bureau and food safety office at the municipal level divided into districts, One centralized processing zone is recommended as a pilot candidate for the centralized processing zone of provincial food workshops, and it will be submitted to the provincial market supervision bureau and the food safety office before July 20, 2022. The provincial market supervision bureau and the food safety office reviewed the application materials of various regions and selected the best to determine the target of pilot construction.
 
(II) pilot time limit (before the end of December 2022). The county-level market supervision bureau and food safety office, which are determined to carry out the pilot construction of the centralized processing zone of small food workshops at the provincial level in 2022, will carry out the pilot construction in accordance with the requirements of the guidelines for the construction of centralized processing zones of small food workshops in Fujian Province (Annex 2), and complete the pilot construction by the end of December 2022. By the end of January 2023, the county-level market supervision bureau and food safety office shall complete the preliminary evaluation and submit an acceptance application to the market supervision bureau and food safety office at the municipal level divided into districts.
 
(III) acceptance time limit (before the end of March 2023). The municipal market supervision bureau and the food safety office shall inspect and accept the pilot construction of the centralized processing zone in accordance with the acceptance criteria for the pilot construction of the centralized processing zone of small food workshops in Fujian Province (Annex 3), and form an acceptance report and submit it to the provincial market supervision bureau and the food safety office before the end of March 2023. The provincial market supervision bureau and the food safety office shall timely organize the review of the pilot construction and acceptance of the centralized processing zone.
 
IV. work requirements
 
(I) leaders attach importance to and make careful arrangements. Party committees and governments at all levels should attach great importance to the pilot construction of centralized processing zones for small food workshops, and integrate the pilot construction into the Rural Revitalization Strategy and practical projects for the people. The county-level market supervision bureau, food safety office and relevant creation units shall formulate the implementation plan of the pilot construction work, and the municipal market supervision bureau and food safety office at the district level shall supervise and guide the pilot construction units to implement the specific promotion measures and plans, clarify the construction responsibilities, strictly manage the cost, implement the special funds for special purposes, solidly promote the pilot construction work, and ensure that the pilot construction is completed with quality and quantity guaranteed.
 
(II) pay attention to practical results and make bold innovations. All pilot construction units should adjust measures to local conditions, actively explore the construction mode of small workshop centralized processing zone, timely study and solve new situations and problems in the process of pilot construction, and constantly promote the pilot construction to develop in depth to ensure the effectiveness of the pilot construction. Carefully summarize the experience and practice of pilot construction, and gradually form the experience of small workshop centralized processing zone construction that can be demonstrated, copied and popularized.
 
(III) strengthen guidance and public participation. All localities should strengthen the publicity and education of the pilot construction of the centralized processing zone of small food workshops, widely publicize the significance and relevant work trends of the pilot construction of the centralized processing zone of small food workshops through various forms, constantly improve the awareness rate of the owners, employees and the public of small food workshops on food safety and other related knowledge, guide small food workshops and the public to participate in the pilot construction, and strive to create an atmosphere of social co governance of food safety.
 
  5、 Construction funds
 
The 2022 funds arranged by the provincial finance will subsidize the pilot construction of the centralized processing zone of small food workshops at the provincial level. The county-level market supervision bureau that carries out the pilot construction of the centralized processing zone of small food workshops at the provincial level will be given a subsidy of 1million yuan, and the subsidy funds should be specially used for the pilot construction of the centralized processing zone of small food workshops. The pilot construction funds for the centralized processing zone of small food workshops in Xiamen are applied for supporting support from the Xiamen Municipal Bureau of market supervision and the food safety office to the Xiamen Municipal Finance. Governments at all levels are encouraged to arrange supporting funds to support the pilot construction of centralized processing zones for small food workshops.
