I. basis and scope of application

Imported non cold chain container goods refer to imported container goods with transportation temperature above 10 ℃, which are divided into two risk levels:low risk and high risk according to the pollution risk. Low risk imported non cold chain container goods will no longer be subject to preventive disinfection. Imported non cold chain container goods that do not fall under any of the following circumstances, or the risk level cannot be determined, are determined as high risk according to the”strict” principle.
 
(1) imported non cold chain container goods from countries (regions) with low risk of COVID-19;
 
(2) all bulk goods, including imported non cold chain container goods such as coal, ore, chemical raw materials, grain, feed, forage, logs, etc;
 
(3) imported non cold chain container goods of aircraft, ships, trains and cars loaded with Inbound Goods that have been loaded for more than 24 hours since leaving the port of departure;
 
(4) imported non cold chain container goods that are not in contact with stevedores during loading and unloading;
 
(5) imported non cold chain container goods that have been subject to preventive disinfection.
 
According to the above situation, for imported non cold chain container goods that are judged as low-risk, if confirmed cases or asymptomatic infections are found among the drivers and passengers of the means of transportation carrying the goods, the local joint prevention and control mechanism will comprehensively study and judge the risk level. The risk level of imported non cold chain container goods for special purposes is comprehensively studied and judged by the local joint prevention and control mechanism.
 
This guide is applicable to highway and waterway transportation enterprises, ports, terminals, freight yards and other business units engaged in the loading, unloading and transportation of non cold chain container goods (hereinafter referred to as non cold chain container logistics enterprises), which disinfect the means of loading and transporting imported high-risk non cold chain container goods before and after shipment in the domestic transportation section, And organize the preventive disinfection of the outer packaging of goods during the unloading operation entrusted by the owner.
 
For dangerous chemicals, live animals, feeds, feed additives, fruits, vegetables, precision instruments and other articles without outer packaging or whose outer packaging is easy to cause disinfection liquid infiltration pollution, preventive disinfection of container goods will not be implemented, and the local joint prevention and control mechanism will dispose of them in an appropriate manner as appropriate.
 
II. Job responsibilities
 
(I) operation unit.
 
In accordance with the principle of”who is responsible for the goods, who is responsible for the operation, who organizes the disinfection”, the owner or the loading and unloading operation unit entrusted by the owner is responsible for organizing or entrusting the disinfection unit to implement preventive disinfection of imported high-risk non cold chain containers during the first unloading operation.
 
Non cold chain container logistics enterprises should take the initiative to confirm whether the risk level of imported non cold chain container goods is high risk to the owner or freight forwarder, organize or entrust disinfection units to disinfect the loading and transportation tools before and after the domestic transportation section of imported high-risk non cold chain container goods, and do a good job in the personal protection of front-line staff. The operation unit shall strictly abide by the laws and regulations and relevant national standards, do a good job in the prevention and control of covid-19 and preventive disinfection according to the requirements of this guide, and implement the work deployment of the local joint prevention and control mechanism in response to the COVID-19.
 
(II) transportation management department.
 
Be responsible for supervising and guiding the carrier of imported high-risk non cold chain container goods to implement the main responsibility of the transportation link and implement the corresponding disinfection treatment measures, implement the disinfection of transportation tools, personal protection of front-line staff and other measures in the domestic transportation section, and cooperate with the inspection of the implementation of disinfection treatment measures in the process of transferring imported high-risk non cold chain container goods (from imported containers to domestic transportation vehicles).
 
III. Prevention and control requirements during loading, unloading and transportation
 
(I) prevention and control requirements for loading and unloading operators.
 
When unloading imported high-risk non cold chain container goods, it is necessary to communicate and confirm the disinfection with the shipper first, and the loading and unloading operations can be carried out only after the preventive disinfection of the goods is entrusted by the shipper. In the process of operation, personal protection should be strictly carried out, working clothes and hats should be worn, and medical surgical masks, n95/kn95 particulate protective masks or above level masks and protective masks, disposable gloves, disposable isolation clothes and other protective articles should be worn according to the risk specifications, so as to avoid the goods being close to the face and touching the mouth and nose with hands. If the mask is dirty, deformed, damaged, smelly or the gloves are damaged during the unloading operation, it should be replaced immediately, and the cumulative wearing time of each mask should not exceed 8 hours.
 
(II) prevention and control requirements for transportation personnel.
 
Operators and accompanying personnel transporting imported high-risk non cold chain container goods shall not unpack without authorization during transportation, and shall not unpack the goods at will and directly contact the goods. When entering and leaving the vehicle, the driver and accompanying personnel should avoid unnecessary contact with the guard on duty and staff.
 
(III) prevention and control management of means of transport.
 
The vehicle body and the interior of the ship shall be clean, non-toxic, harmless, odorless and pollution-free, and preventive disinfection shall be carried out regularly.
 
(IV) prevention and control management of transit facilities.
 
The transshipment loading and unloading area should be set with a specific area and equipped with a specific area for docking with imported high-risk non cold chain container cargo transportation vehicles. Strengthen the storage management of storage yard and warehouse. The stacking of imported high-risk non cold chain container goods should be separately stacked and stored according to the regulations to avoid mixing with other goods. Regularly clean and disinfect the internal environment of goods stacking and storage areas, shelves, working tools, etc.
 
IV. disinfection requirements during loading, unloading and transportation
 
(I) personnel.
 
During the loading, unloading and transportation of imported high-risk non cold chain container goods, operators and accompanying personnel should maintain personal hand hygiene, and should be equipped with alcohol hand sanitizer, hand disinfectant and disinfection paper towels to ensure that their hands are disinfected regularly without clean water.
 
(II) means of transportation.
 
The carrier shall ensure the cleaning and regular disinfection of vehicles, ships, containers and other means of transport and containers transporting imported high-risk non cold chain container goods, and focus on strengthening the preventive disinfection of high-frequency contact parts such as the inner wall of containers and door handles. Before and after carrying a batch of goods, the transportation tools and containers engaged in the transportation of imported high-risk non cold chain container goods should thoroughly disinfect the parts that the transportation operators may contact. The carrier is responsible for organizing or entrusting the disinfection unit to disinfect the vehicles, ships and other means of transportation carrying imported high-risk non cold chain container goods and the inner walls of containers before and after shipment.
 
(III) disinfection unit.
 
The disinfection unit shall carry out specific disinfection operations in accordance with relevant disinfection technical specifications, ensure the disinfection effect, issue disinfection treatment certificates, and record the disinfection work (including disinfection date, personnel, place, disinfection object, disinfectant name, concentration, action time, etc., and the relevant information shall be retained for at least 2 years).
 
(IV) working environment.
 
Strengthen the cleaning and disinfection of the working environment, and cooperate with relevant units to do a good job in the collection, disposal and harmless treatment of used protective articles and domestic garbage. Increase the frequency of cleaning and disinfection of public equipment and facilities such as elevators, public toilets, door handles, escalator handrails and other high-frequency contact surfaces. The used disposable protective articles should be collected and disposed in a centralized manner, and the reused protective articles should be collected in a unified manner and disinfected in a standardized manner. Garbage containers in the operation area should be cleaned and disinfected regularly. The vehicles used to pick up and send employees should be cleaned and disinfected every time. In case of local epidemic, we should strictly cooperate with the implementation of local emergency disposal requirements, increase the ventilation and cleaning and disinfection frequency of small enclosed public spaces such as dormitories and public toilets, and comprehensively clean and disinfect public toilets at least twice a day.
 
V. safety protection requirements for employees
 
The operation units involved in the loading, unloading and transportation of imported high-risk non cold chain container goods shall timely adjust and update the health management system of employees and improve the management measures for novel coronavirus prevention and control in accordance with the requirements of covid-19 epidemic prevention and control.
 
(I) health registration of employees on duty.
 
The operation unit shall register the travel and health status of employees (including front-line staff, new employees, temporary staff, cleaners and other logistics service personnel) within 7 days, and establish the health card of employees on duty. New employees shall issue the certificate of covid-19 vaccine vaccination, the certificate of nucleic acid negative within 48 hours, the health code is normal, and master the mobility and health status of employees.
 
(II) daily health monitoring of employees.
 
Operation unit应当加强人员出入管理和健康监测,原则上各港口码头、货运场站的作业场所及工作区域入口需配备体温检测设备;建立全体员工健康状况台账和风险接触信息报告制度,设置作业区域入口测温点,落实登记、测温、消毒、查验健康码等防控措施,实行“绿码”上岗制。
 
  (三)高风险岗位人员管理。
 
  直接接触进口高风险非冷链集装箱货物的作业人员每天开展一次核酸检测,严格落实闭环管理措施。其他工作人员每周开展两次核酸检测,可根据当地疫情风险,适当扩大重点区域和人员核酸筛查范围。
 
  (四)外来人员登记与管理。
 
  尽可能减少外来人员进入生产经营区域,确需进入的,需登记所在单位、健康状况、接触疫情发生地区人员等情况,落实健康码登记、测温等措施并按照要求做好个人防护(如佩戴口罩等),方可允许其进入。车辆进出时,门卫值班员、工作人员和司机应当避免不必要的接触。
 
  (五)从业人员防护。
 
  1.健康上岗。上岗前确保身体状况良好,并向作业单位报告健康状况信息,主动接受体温检测,若出现发热、干咳、乏力、咽痛等症状,立即主动报告,并及时就医。作业人员要完成新冠病毒疫苗接种,原则上要完成同源或序贯加强免疫接种。
 
  2.做好个人防护。作业单位要配备必要的个人防护、消毒用品和装备,按照最新版《船舶船员新冠肺炎疫情防控操作指南》《新冠肺炎疫情防控期间针对患病海员紧急救助处置指南》《港口及其一线人员新冠肺炎疫情防控工作指南》《道路货运车辆、从业人员及场站新冠肺炎疫情防控工作指南》等要求,进一步加强对船代等登轮人员、港口作业人员以及司机、装卸工、船员、引航员等一线工作人员的个人防护,防止感染风险。作业单位要督促指导作业人员工作期间正确佩戴口罩、手套和着工作服上岗。工作服保持干净整洁,定期清洗,必要时消毒。直接接触进口高风险非冷链集装箱货物的一线工作人员,应全程佩戴口罩、防护手套等防护用品,至少应上下岗前各测量一次体温。其中,道路货运企业应按照《道路货运车辆、从业人员及场站新冠肺炎疫情防控工作指南》有关高风险区域的规定执行。
 
  非冷链集装箱物流企业要在当地卫生健康部门的指导下,加强对本单位直接接触进口高风险非冷链集装箱货物、集装箱拆箱作业人员、与国际航行船舶上船员近距离接触的船代等登轮人员、引航员等高风险岗位人员正确佩戴口罩、手套和工作服进行专业培训,并定期进行检查,确保关键防护措施到位。同时,按照卫健部门有关规定,工作结束后,对工作服、一次性用具进行消毒处理。
 
  3.注意个人卫生。打喷嚏、咳嗽时用纸巾遮住口鼻或采用肘臂遮挡。不随地吐痰,擤鼻涕时注意卫生。尽量避免用手触摸口、眼、鼻。
 
  4.加强手卫生。在处理货品时或双手触碰过货架、扶手等公用物体时,要及时用洗手液或肥皂在流动水下洗手,或用速干手消毒剂揉搓双手。
 
  (六)健康异常报告程序。
 
  员工一旦发现自身以及共同生活人员出现发热、干咳、乏力、咽痛等疑似症状,应当及时上报作业单位的主要负责人,可视情况采用逐级上报或直报的方式报告企业主要负责人。作业单位一旦发现员工出现上述健康异常症状,无论其呈现出的健康状况如何,均应当采取有效措施将其及与其密切接触的员工迅速排除在工作环境之外。新冠肺炎传播风险高的地区,建议根据当地主管部门防控规定,要求健康员工进行“零”报告。
 
  (七)从业人员返岗程序。
 
  根据作业区域上岗人员登记和健康档案,及时追踪健康异常、身体不适、疑似或者已感染新冠病毒(患者或无症状感染者)员工的治疗和康复状况,在其康复后科学评定是否符合返岗条件。对感染新冠病毒(确诊者或无症状感染者)的员工及其密切接触者,严格执行当地疫情防控领导机构和卫生健康部门的有关诊疗、隔离、健康监测等要求,确保达到上岗条件后方可返岗。
 
  (八)加强防控知识宣传。
 
  通过海报、电子屏和宣传栏等形式开展健康宣教,引导从业人员掌握新冠肺炎和其他呼吸道传染病防治相关知识和技能,养成良好卫生习惯,加强自我防护意识,掌握相关防护技能。
 
  六、应急处置要求
 
Operation unit应当制定新冠肺炎疫情应急处置方案,开展应急演练,以备及时处置和报告疫情情况,有效预防新冠病毒的传播。
 
  (一)出现健康状况异常人员的应急处置。
 
  进口高风险非冷链集装箱货物相关作业区域一旦发现病例或疑似新冠肺炎的异常状况人员,必须实施内防扩散、外防输出的防控措施,配合有关部门开展流行病学调查、密切接触者追踪管理、疫点消毒等工作,并对该人员作业和出现的区域及其货物进行采样和核酸检测。在当地疾控机构的指导下,对场所进行终末消毒,对空调通风系统进行消毒和清洗处理,经卫生学评价合格后方可重新启用。
 
  按照新冠肺炎疫情防控要求,做好切断传播途径、隔离密切接触者等措施,同时按规定处置污染物。
 
  (二)发现样品核酸检测阳性的应急处置。
 
  一旦发现核酸检测阳性物品或接到有新冠病毒核酸检测阳性样品的通知,作业单位应当迅速启动本单位应急预案,按当地联防联控机制要求,在专业人员指导下进行处置。
 
  七、装卸运输常用消毒剂及使用方法
 
  进口高风险非冷链集装箱货物等装卸、运输过程中常用的消毒剂及使用方法见附表。
 
  八、退出机制
 
Ministry of transport将按照国务院应对新型冠状病毒肺炎疫情联防联控机制要求,结合疫情发展态势,视情调整有关政策措施。
 
  九、其他
 
  各地交通运输主管部门要加强组织和协调,配合相关部门做好公路、水路装载进口货物的货舱、货柜、车厢、集装箱等内壁和把手采集环境样本开展核酸检测,根据检测情况开展主动预防性消毒。一旦发现新冠病毒核酸检测阳性,对这些运输工具装载的货物及相关装卸人员、驾驶员等进行追溯检测。

适用于物体表面、果蔬和食饮具的消毒。次氯酸消毒剂还可用于空气、手、皮肤和粘膜的消毒。

1.物体表面消毒:使用浓度500mg/L;疫源地消毒时,物体表面使用浓度1000mg/L,有明显污染物时,使用浓度10000mg/L;空气等其他消毒时,依据产品说明书。

2.低温冷藏物体表面消毒:使用浓度1000mg/L;疫源地消毒时,物体表面使用浓度2000mg/L,有明显污染物时,使用浓度20000mg/L。

3.冷冻物体表面消毒:应采用降低冰点的方法,确保消毒剂不结冰,且须进行消毒效果确认。

1、对金属有腐蚀作用,对织物有漂白、褪色作用,因此金属和有色织物慎用。

2、强氧化剂,不得与易燃物接触,应当远离火源。

过氧化物类消毒剂

过氧化氢消毒剂:过氧化氢(以H2O2计)质量分数3%~6%。过氧乙酸消毒剂:过氧乙酸(以C2H4O3计)质量分数15%~21%。

适用于物体表面、空气的消毒。

1.物体表面:0.1%~0.2%过氧乙酸或3%过氧化氢,喷洒或浸泡消毒作用时间30min,然后用清水冲洗去除残留消毒剂。

2.空气消毒:0.2%过氧乙酸或3%过氧化氢,用气溶胶喷雾方法,用量10mL/m3~20mL/m3计算,消毒作用时间60min后通风换气;也可使用15%过氧乙酸加热熏蒸,用量按7mL/m3计算,熏蒸作用1h~2h后通风换气。

3.低温冷藏物体表面消毒:0.2%~0.4%过氧乙酸或6%过氧化氢,喷洒或浸泡消毒作用时间30min,然后用清水冲洗去除残留消毒剂。

4.冷冻物体表面消毒:应采用降低冰点的方法,确保消毒剂不结冰,且须进行消毒效果确认。

1、易燃易爆品,遇明火、高热会引起燃烧爆炸。

2、与还原剂接触、或遇金属粉末,均有燃烧爆炸危险。

季铵盐类消毒剂

依据产品说明书。

适用于物体表面的消毒。

1.物体表面消毒:无明显污染物时,使用浓度1000mg/L;有明显污染物时,使用浓度2000mg/L。

2.低温冷藏物体表面消毒:无明显污染物时,使用浓度2000mg/L;有明显污染物时,使用浓度4000mg/L。

3.冷冻物体表面消毒:应采用降低冰点的方法,确保消毒剂不结冰,且须进行消毒效果确认。

不能与肥皂或其他阴离子洗涤剂同用,也不能与碘或过氧化物(如高锰酸钾、过氧化氢、磺胺粉等)同用。
