What products can be exported?
According to articles 40 and 42 of the measures of the people’s Republic of China for the administration of import and export food safety (Order No. 249 of the General Administration of Customs), the planting and breeding farms of export food raw materials shall be filed with the local customs, and the export food production enterprises shall be filed with the local customs. Therefore, enterprises slaughtering and processing poultry products should apply for the record of export food production enterprises, live poultry farms need to apply for the record of farms, and the products of production enterprises that have obtained the record can be exported only after the consignee and consignor of import and export goods purchase.

What needs to be confirmed?
Whether the countries (regions) to be exported have access requirements. In order to prevent the introduction of highly pathogenic avian influenza and other animal epidemics, many countries (regions) require official government approval for poultry meat and its varieties that are allowed to be imported. For example, the export of hot processed poultry meat to the EU is limited to Shandong Province, and the production enterprises that provide raw materials need to obtain registration qualifications. As not all countries (regions) have access requirements, exporters need to confirm the relevant requirements through customer inquiries, website inquiries of the General Administration of customs, local customs business consultation, etc. before exporting.
Confirm whether the country (region) to be exported has registration requirements. If the importing countries (regions) have registration requirements for Chinese poultry export production enterprises, such as Hong Kong, Macao, Russia, the United States, the European Union, Canada, etc., the export production enterprises need to be registered externally. To apply for overseas registration, the following conditions shall be met:
1. The record filing procedures of export food production enterprises have been completed;
2. Establish and improve the Traceable Food Safety and health control system, ensure the effective operation of the food safety and health control system, and ensure that the production, processing and storage process of export food continue to comply with relevant Chinese laws and regulations and the safety and health requirements of export food production enterprises;
3. If the relevant laws and regulations of the importing country (region) and relevant international treaties and agreements have special requirements, they should also meet the relevant requirements;
4. Earnestly fulfill the main responsibility of the enterprise, be honest, self disciplined, and operate in a standardized manner, and the credit status is a non customs dishonest enterprise;
5. The enterprise has not been notified by the competent authorities of the importing country (region) due to its own safety and health problems within one year.
An export food production enterprise shall apply to the customs of the place where it is located. The customs shall organize the review according to the enterprise’s application, and recommend the qualified ones to the competent authorities of the importing country (region) in combination with the enterprise’s credit, supervision and management, export food safety and other conditions. If the registration qualification can be obtained only after passing the on-site inspection by the competent authority of the importing country (region), the enterprise shall cooperate with the relevant inspection.

What are the inspection and quarantine procedures?
Supervision before export declaration
The exporter or its agent applies for supervision before export declaration. After accepting the application, the customs of origin will carry out on-site inspection and supervision sampling inspection on the goods that need to be inspected and quarantined according to the requirements of the laws and regulations of the importing country (region), bilateral agreements and relevant standards according to the requirements of the system instructions, and carry out comprehensive evaluation based on the above results.
According to the evaluation results, the customs will do the following processing:(1) after passing the evaluation, the electronic base account data will be formed, and the customs will issue the inspection and quarantine certificate and allow the export. If the importing country (region) requires changes in the form and content of the certificate, the form and content of the certificate may be changed with the consent of the General Administration of customs. （2） If the goods fail to pass the assessment, a notice of non conformity shall be issued, and the customs shall notify the exporter or its agent in writing. If the relevant goods can be technically treated, they can be exported only after they pass the technical treatment; Those who cannot undergo technical treatment or are still unqualified after technical treatment shall not be exported.
The owner or his agent shall submit the following materials for customs declaration through a single window in accordance with the requirements of the customs regulations on the declaration management of import and export goods:proxy declaration power of attorney (only applicable to customs declaration); Electronic ledger data number, relevant licenses and accompanying documents, relevant commercial documents and other export documents specified by the General Administration of customs.
The port customs shall carry out port inspection in accordance with the control requirements, and those that fail to pass the inspection shall not be exported.
What measures should be taken?
If the export products are notified by international organizations and overseas government agencies due to safety problems, the customs will organize inspections, and implement control measures such as adjusting the proportion of supervision and sampling inspection, requiring food exporters to submit inspection reports issued by qualified inspection agencies to the customs batch by batch, and withdrawing registration recommendations to overseas official competent authorities. If the export products have safety problems and have caused or may cause damage to human health and life safety, the producers and operators shall immediately take corresponding measures to avoid and reduce the damage, and report to the local customs.
