Hunan deploys the whole industry chain of characteristic food to check and rectify food safety risks

On June 30, Hunan Provincial Food Safety Commission held a special meeting to discuss and analyze the food safety situation in the province, deploy the investigation and rectification of food safety risks in the whole industry chain of specialty foods, and further promote the special action of”keeping the bottom line, checking hidden dangers and ensuring safety” in food safety. Chen Xianchun, Deputy Secretary General of the provincial government, presided over the meeting and delivered a speech. Xiang Shuguang, director of the provincial food safety office and director of the provincial market supervision bureau, attended the meeting and delivered a speech.
 
The meeting conveyed and learned the spirit of the relevant instructions of the leaders of the State Council, the provincial Party committee and the provincial government on the development of the characteristic food industry of”one county, one industry”. The person in charge of the provincial Food Safety Office analyzed the basic situation and existing problems of the characteristic food industry in our province, and the relevant member units of the provincial food safety committee made a speech on the risk investigation and quality improvement development of the whole industry chain of characteristic food in combination with the functions and responsibilities of their departments. The meeting stressed that we should resolutely implement the instructions of the leaders of the State Council and the main leaders of the provincial Party committee and the provincial government, adhere to the system concept, establish the bottom line thinking, and coordinate the development and safety of the whole industrial chain of specialty food.
 
The meeting pointed out that it is an important task assigned by the provincial Party committee and the provincial government to carry out the investigation and rectification of food safety risks in the whole industry chain of specialty food, an urgent need to do a good job in food safety at key nodes, and a powerful measure to implement the strategic positioning and mission of”three highs and four innovations”. All departments at all levels should earnestly shoulder the political responsibility of”promoting the development of one party and ensuring the safety of one party”, coordinate the two major events of development and safety, seriously organize and carry out the investigation and rectification of characteristic food, and promote the high-quality development of the characteristic food industry.
 
This investigation and rectification is mainly aimed at the characteristic food (including edible agricultural products) industry that has formed a certain scale,? The screening link includes the whole process of the industrial chain, such as origin environment, planting and breeding, harvesting, primary processing, storage and temporary breeding, transportation, production and processing, circulation and sales, catering consumption, and focuses on”one county, one industry”,”one Township, one special”,”one village, one product”, geographical indications (including geographical indications of agricultural products, geographical indication protection products and geographical indications registered with collective trademarks or certification trademarks), regional public brand food safety, Highlight the screening of key areas such as large planting and breeding bases, food production and processing industrial parks, small food processing workshops gathering areas, large wholesale trading markets, and highlight the screening of key food varieties with concentrated public response problems and high sampling failure rates, as well as key units such as leading enterprises, enterprises with high market share, and producers and operators with poor sanitary conditions.
 
The meeting required that all localities should organize a dragnet investigation of the characteristic food industry, investigate the main bodies and links of the entire industrial chain and the supply chain, and comprehensively grasp the industrial base and risk base. Adhere to the problem orientation, dig deep into the problems that break through the bottom line of social morality and the nature of the”hidden rules” of the industry, carefully examine the”dead holes” and”lifegates” that affect the sustainable development of the industry, and control the key risk points that may cause systematic and regional risks. We should urge the localities to establish and improve the management mechanism of the characteristic food industry, and implement”one characteristic industry, one leader, one special class, one set of mechanisms, and one to the end”.
 
The meeting stressed that it is necessary to improve the political position and strengthen the organization and leadership. Food safety committees at all levels should set up special working classes. Market supervision, agricultural and rural departments should take the lead, and development and reform, industry and informatization, commerce, health, forestry, customs and other departments should cooperate to form a joint force. We should adhere to the linkage between the upper and lower levels, department coordination and territorial responsibility, complete the investigation tasks on time, and ensure that the investigation of the characteristic food industry is in place, the mechanism is established, the risk management and control is in place, and the development services are in place. We should adhere to the principle of addressing both the symptoms and root causes, build a long-term mechanism, promote the normalization of hidden danger investigation and treatment, expert guidance services, and joint law enforcement by departments, and constantly improve the development level of the specialty food industry.
