China has a broad tea export market, and many African countries represented by Morocco are one of the most important markets. Among the top ten countries and regions in China’s tea export volume in twentytwoone, African countries occupy five seats. In recent years, as Morocco, South Africa, the East African community and other African countries and regions have successively issued regulations and standards on pesticide residues and quality of tea, more stringent requirements have been put forward for the quality and safety of tea exported to Africa. Among them, the new standard for pesticide residues in tea formulated by Morocco in twentyone9 was once known as”the strictest”, which is one of the strictest limit standards for pesticide residues in tea after Japan and the European Union.

Classification of tea in export
 
Tea is a plant derived food, with HS code beginning with 090two.
 
In the actual export declaration, according to the different HS codes, it is divided into green tea (including other unfermented tea), black tea (including other semi fermented tea), scented tea, oolong tea, Pu’er tea and black tea. At the same time, all kinds of products have separate HS codes according to whether the net weight of inner packaging exceeds threekg.

Preparations before export
 
According to the provisions of the measures for the administration of import and export food safety, the customs implements supervision and administration of exported food according to law. The supervision and management measures for export food include:the filing of export food raw material planting and breeding farms, the filing of export food production enterprises, enterprise verification, document review, on-site inspection, supervision and sampling inspection, port spot check, overseas notification and verification, and the combination of various items.
 
(I) filing of export food raw material plantation.
 
Organizations such as export food production and processing enterprises, plantations, farmers’ professional cooperative economic organizations or industry associations with independent legal personality can apply.

Window handling:each competent customs business site.
 
Upload the following documents and supporting materials and be responsible for their authenticity:
 
  one. Application form for filing of export food raw material plantation;
 
  two. Plan of plantation;
 
  three. Test report of soil and irrigation water in the plantation;
 
  4. Various quality and safety management systems required to be established in the plantation, including organization, agricultural input management system, epidemic disease monitoring system, toxic and harmful substance control system, production and traceability record system, etc;
 
  five. ID card of the person in charge or operator of the plantation.

(II) approval for the record of export food production enterprises.

The applicant applies to the local competent customs through the filing management system of China’s export food production enterprises and uploads the filing application of export food production enterprises. The competent customs shall examine the application submitted by the applicant, and issue the record keeping certificate of export food production enterprises if the materials are complete and meet the legal conditions.
 
(III) establish and improve production management system
 
According to the measures for the administration of import and export food safety, export food production enterprises should establish supplier evaluation system, incoming inspection record system, production record file system, ex factory inspection record system, export food traceability system and unqualified food disposal system. Relevant records shall be true and valid, and the storage period shall not be less than 6 months after the expiration of the food warranty period; If the shelf life is not specified, the shelf life shall not be less than two years.
 
The customs will supervise and inspect the operation of the food safety and health control system of the export food production enterprises within the jurisdiction to ensure that the enterprises continue to meet the export requirements. Supervision and inspection include daily supervision and inspection and annual supervision and inspection, including data review, on-site inspection, enterprise verification and other methods, and can be carried out in combination with overseas notification verification, supervision and sampling inspection, on-site inspection and other work of exported food.

Technical requirements for export tea
 
According to the provisions of the measures for the administration of import and export food safety, export food production enterprises should establish and improve a traceable food safety and health control system, ensure the effective operation of the food safety and health control system, and ensure that the production, processing and storage processes of export food continue to comply with relevant Chinese laws and regulations and the safety and health requirements of export food production enterprises; If the relevant laws and regulations of the importing country (region) and relevant international treaties and agreements have special requirements, they shall also meet the relevant requirements.
 
In the process of tea export, enterprises may encounter different degrees of technical trade measures from importing countries. Take Morocco, which is the most stringent in Africa, as an example:
 
According to the Moroccan national food hygiene and Safety Administration (onssa), Morocco will implement the new pesticide residue limit standard for imported tea from July one, twentyone9. The new standard stipulates the maximum residue limits of 48 pesticides. At the same time, for active substances that are not approved for use in tea plants in China, a limit of 0.0onemg/kg or LOQ will apply. Compared with the current national standard for food safety maximum residue limits of pesticides in food (gbtwo76three-twentytwoone), there are two6 Moroccan standards that are stricter than China, and the maximum limit with the most difference is only one/five00 of China’s standard. Another onetwo are consistent with China’s standard, and the other ten are more relaxed than China’s standard.

Pre export application and inspection and quarantine
 
(I) pre export application
 
The exporter of exported food or his agent shall apply to the customs subordinate to the place where the export food production enterprise is located or the place where the goods are assembled with the necessary certificates such as the contract, invoice, packing list, factory certificate, certificate of supply of raw materials for export food processing, etc. When applying, the exported food shall be declared one by one according to the name, specification, quantity/weight and production date.
 
(II) on site inspection and quarantine

According to the”inspection requirements” of the system, the subordinate customs directly implements comprehensive evaluation on the goods that do not need to be inspected and submitted for inspection; If inspection is required, on-site inspection shall be carried out, including the conformity of the cargo certificate, the sensory properties of the product, the product packaging, the quantity and weight, and the sanitary condition of the means of transportation, containers or storage places.
 
  two.抽样检验
 
According to the”inspection requirements” of the system, the goods submitted for inspection under the jurisdiction of the customs shall be sampled during on-site inspection and sent to the laboratory for testing.
 
  three.综合评定
 
The subordinate customs shall review the relevant information of the food applied for export, and make a comprehensive evaluation according to the abnormal conditions, risk warning, export filing, enterprise verification and other information, combined with sampling inspection, risk monitoring, on-site inspection and other conditions.
 
(a) after passing the evaluation, the electronic base account data will be formed, and the electronic base account number will be fed back to the enterprise. If it meets the requirements, the inspection and quarantine certificate will be issued according to the regulations;
 
(b) if it is evaluated as unqualified, a notice of nonconformity shall be issued and no export shall be allowed.

Export declaration
 
Requirements for declaration of exported tea:
 
(I) transmit the electronic data of the customs declaration form and the accompanying documents to the customs in accordance with the requirements of the customs of the people’s Republic of China on the filling of customs declaration forms for import and export goods.
 
(2) if the consignee and consignor of import and export goods declare to the customs in their own name, the customs declaration form shall be signed and sealed by the consignee and consignor of import and export goods, and relevant documents shall be attached.
 
If a customs declaration enterprise accepts the entrustment of the consignee and consignor of import and export goods to declare to the customs in its own name or in the name of the consignor, it shall submit a power of attorney signed by the consignor to the customs, and handle relevant customs procedures in accordance with the scope of authorization of the power of attorney.
 
(3) the electronic data declaration form is checked by the customs computer to accept the declaration.
