Circular of the Ministry of agriculture and rural areas on the situation of 27 batches of problematic agricultural products found in supervision and random inspection

Since December 2021, the Ministry has focused on the 11 outstanding problem varieties and the main production areas of winter vegetables”transported from south to North” in the three-year action of”controlling illegal drugs and promoting the promotion of residues” of edible agricultural products. It has deployed and carried out special supervision and spot checks on the quality and safety of agricultural products. By the end of April 2022, 4442 batches of samples of three major categories of agricultural products, including planting products, livestock and poultry products, and aquatic products, were sampled, and 27 batches of samples were found to have problems, It mainly refers to the detection of banned pesticides in vegetables, drugs and other compounds prohibited from food animals and drugs used without approval in animal products and aquatic products.
 
The agricultural and rural departments of the relevant provinces, autonomous regions and municipalities directly under the central government have organized the traceability verification and disposal of the problem samples found in the supervision and random inspection for the first time, taken measures such as banning the listing of products to control risks, dealt with violations of laws and regulations according to law, and transferred the suspected crimes to the public security organs according to law.
 
The specific situation of problematic agricultural products found in the supervision and random inspection is hereby notified as follows:
 
  1. A batch of pepper planted by Ningde dongshishan Modern Agriculture Co., Ltd. in Zherong County, Ningde City, Fujian Province, detected the banned pesticide chlorpyrifos in vegetables, which did not meet the national food safety standards and relevant regulations.
 
  2. The banned pesticide chlorpyrifos was detected in one batch of vegetable bolts planted by suwumei farmers in Wuming District, Nanning City, Guangxi Zhuang Autonomous Region, which did not meet the national food safety standards and relevant regulations.
 
  3. A batch of cowpeas planted by Zhao Shuangjian, Xiangshan County, Laibin City, Guangxi Zhuang Autonomous Region, were detected in vegetables with banned pesticides chlorpyrifos and carbofuran, which did not meet the national food safety standards and relevant regulations.
 
  4. A batch of ordinary Chinese cabbage planted by Bobai Zhanfeng fruit and vegetable planting professional cooperative in Bobai County, Yulin City, Guangxi Zhuang Autonomous Region, was detected in vegetables with the banned pesticide chlorpyrifos, which did not meet the national food safety standards and relevant regulations.
 
  5. A batch of cowpeas planted by wenxiuzhen growers in Hepu County, Beihai City, Guangxi Zhuang Autonomous Region, were detected to contain the banned pesticide carbofuran in vegetables, which did not meet the national food safety standards and relevant regulations.
 
  6. One batch of vegetable bolts planted by Luzhou dongyunba Modern Agricultural Development Co., Ltd. in Jiangyang District, Luzhou City, Sichuan Province, detected the banned pesticide chlorpyrifos in vegetables, which did not meet the national food safety standards and relevant regulations.
 
  7. Chlorpyrifos, a banned pesticide, was detected in vegetables in a batch of onions planted at Jixiang family farm in Qingshen County, Meishan City, Sichuan Province, which did not meet the national food safety standards and relevant regulations.
 
  8. Two batches of chicken raised and slaughtered in Shengxing chicken farm, Jiuli District, Xuzhou City, Jiangsu Province, were found to be metabolites of furazolidone, a drug and other compound prohibited from use in food animals, which did not meet the national food safety standards and relevant regulations.
 
  9. A batch of Grasscarp cultivated by Tianjin Jiahe Tianyuan ornamental fish breeding Co., Ltd. in Baodi District of Tianjin was found to have chloramphenicol, a drug and other compound prohibited from use in food animals, which did not meet the national food safety standards and relevant regulations.
 
  10. A batch of carp raised by Tianjin Jiahe Tianyuan ornamental fish breeding Co., Ltd. in Baodi District of Tianjin were found to have chloramphenicol, a drug and other compound prohibited from use in food animals, which did not meet the national food safety standards and relevant regulations.
 
  11. Diazepam, an unapproved drug used in aquaculture, was detected in a batch of bream raised by Fuyuan breeding professional cooperative in Yangzhong City, Zhenjiang City, Jiangsu Province, which did not meet the national food safety standards and relevant regulations.
 
  12. A batch of crucian carp cultivated by Fuyuan breeding professional cooperative in Yangzhong City, Zhenjiang City, Jiangsu Province, was detected as diazepam, which was not approved for use in aquaculture, and did not meet the national food safety standards and relevant regulations.
 
  13. Diazepam, an unapproved drug used in aquaculture, was detected in a batch of bream raised in Gaozi Xiangshan Yujia farm, Dantu District, Zhenjiang City, Jiangsu Province, which did not meet the national food safety standards and relevant regulations.
 
  14. Diazepam, an unapproved drug used in aquaculture, was detected in a batch of crucian carp cultivated in Gaozi Xiangshan Yujia farm, Dantu District, Zhenjiang City, Jiangsu Province, which did not meet the national food safety standards and relevant regulations.
 
  15. A batch of crucian carp raised by weichangfu farmers in Dantu District, Zhenjiang City, Jiangsu Province, was detected as diazepam, which was not approved for use in aquaculture, and did not meet the national food safety standards and relevant regulations.
 
  16. Diazepam, an unapproved drug used in aquaculture, was detected in a batch of carp cultured at Xiangyu aquaculture family farm in Suyu District, Suqian City, Jiangsu Province, which did not meet the national food safety standards and relevant regulations.
 
  17. A batch of crucian carp cultivated by Zhejiang hengze Ecological Agricultural Technology Co., Ltd. in Yuhang District, Hangzhou City, Zhejiang Province, detected diazepam, a drug that was not approved for use in aquaculture, which did not meet the national food safety standards and relevant regulations.
 
  18. A batch of carp cultivated by Minxiang science and technology aquatic Development Co., Ltd. in Minhou County, Fuzhou City, Fujian Province, detected diazepam, a drug not approved for use in aquaculture, which did not meet the national food safety standards and relevant regulations.
 
  19. A batch of bream was raised by Chen Shishen, Baisha Town, Minhou County, Fuzhou City, Fujian Province. Diazepam, a drug not approved for use in aquaculture, was detected, which did not meet the national food safety standards and relevant regulations.
 
  20. Diazepam, an unapproved drug used in aquaculture, was detected in a batch of carp bred by Wangli farmers in Tancheng County, Linyi City, Shandong Province, which did not meet the national food safety standards and relevant regulations.
 
  21. Diazepam, an unapproved drug used in aquaculture, was detected in two batches of carp bred by Honghe Fuquan Agricultural Development Co., Ltd. in Kaiyuan city, Honghe Hani and Yi Autonomous Prefecture, Yunnan Province, which did not meet the national food safety standards and relevant regulations.
 
  22. Diazepam, an unapproved drug used in aquaculture, was detected in two batches of carp raised by Chenhao farmers in Kaiyuan city, Honghe Hani and Yi Autonomous Prefecture, Yunnan Province, which did not meet the national food safety standards and relevant regulations.
 
  23. Diazepam, an unapproved drug used in aquaculture, was detected in two batches of carp raised by baijinwei farmers in Kaiyuan city, Honghe Hani and Yi Autonomous Prefecture, Yunnan Province, which did not meet the national food safety standards and relevant regulations.

  1. Chlorpyrifos is a broad-spectrum organophosphorus insecticide, which is approved to be used on crops such as soybeans, corn, peanuts and so on. The Announcement No. 2032 of the Ministry of agriculture of the people’s Republic of China stipulates that chlorpyrifos is prohibited from being used on vegetables. According to the national food safety standard maximum residue limit of pesticides in food (GB 2763-2021), the maximum residue limit of Chlorpyrifos in pepper, vegetable bolt, cowpea, common cabbage and green onion is 0.02 mg/kg.
 
  2. Carbofuran, also known as carbofuran, is a carbamate insecticide approved for use in cotton, rice, peanuts and other crops. According to the Announcement No. 199 of the Ministry of agriculture of the people’s Republic of China, carbofuran shall not be used in vegetables, fruit trees, tea, Chinese herbal medicine. According to the national food safety standard maximum residue limits of pesticides in food (GB 2763-2021), the maximum residue limit of carbofuran in vegetables is 0.02 mg/kg.
 
  3. Furazolidone is a nitrofuran broad-spectrum antibiotic, which can kill most Gram-positive and Gram-negative bacteria, fungi, protozoa and other pathogens. Announcement No. 250 of the Ministry of agriculture and rural affairs of the people’s Republic of China stipulates that nitrofurans such as furazolidone are drugs and other compounds that are prohibited from use in food animals. Announcement No. 235 of the Ministry of agriculture of the people’s Republic of China stipulates that drugs prohibited from use shall not be detected in animal food.
 
  4. Chloramphenicol is a highly effective and broad-spectrum antibiotic, which has a good inhibitory effect on Gram-positive and Gram-negative bacteria. The Announcement No. 250 of the Ministry of agriculture and rural affairs of the people’s Republic of China stipulates that chloramphenicol and its salts and esters are drugs and other compounds that are prohibited from use in food animals. Announcement No. 235 of the Ministry of agriculture of the people’s Republic of China stipulates that drugs prohibited from use shall not be detected in animal food.
 
  5. Diazepam is a sedative drug. At present, China has not approved the use of veterinary drugs for aquaculture. According to the relevant provisions of the regulations on the administration of veterinary drugs, the use of this drug in the process of aquaculture is illegal. The national food safety standard maximum residue limits of veterinary drugs in food (GB 31650-2019) stipulates that diazepam shall not be detected in animal food.
