In order to ensure the”better and better” of the China International Import Expo, the General Administration of customs, on the basis of summarizing the customs clearance facilitation measures of the previous four China International Import Expo, formulated the”instructions for customs clearance of the Fifth China International Import Expo 2022″ and the”facilitation measures of customs support for the Fifth China International Import Expo 2022″ (see the annex for details), which are hereby promulgated.

Customs clearance instructions
The customs of the people’s Republic of China will provide comprehensive and high-quality services for the Fifth China International Import Expo in 2022 (hereinafter referred to as”Import Expo”), In accordance with the Customs Law of the people’s Republic of China, the law of the people’s Republic of China on the inspection of import and export commodities, the law of the people’s Republic of China on the entry and exit animal and plant quarantine, the frontier health and Quarantine Law of the people’s Republic of China, the food safety law of the people’s Republic of China, the regulations of the people’s Republic of China on import and export tariffs and other laws and regulations, the import and export materials of the Expo will be supervised.
During the Import Expo, the customs will send personnel to the comprehensive service area in the National Convention and Exhibition Center (Shanghai) to provide relevant consulting services.
The National Convention and Exhibition Center (Shanghai) Co., Ltd. (hereinafter referred to as”National Convention and Exhibition Center”) will provide tax guarantee to Shanghai Customs for the temporary entry exhibits of the Import Expo. Overseas exhibitors or their entrusted main transport service providers are exempt from submitting tax guarantee to the customs ticket by ticket with the certificate of inbound materials for the Fifth China International Import Expo 2022 (Annex 1) and the list of inbound materials for the Fifth China International Import Expo 2022 (Annex 2) issued by the National Convention and Exhibition center.
I. Import Expo filing
The National Convention and Exhibition Center completes the customs filing of Import Expo information in advance through the”single window”, and handles the customs formalities by”Filing once and submitting the list in batches”, so as to ensure the rapid customs clearance of imported Expo materials after they arrive at the port.
II. Approval and access of exhibits
For the entry animals and plants, their products, special items and other exhibits that need quarantine approval (see attachment 3 for the list), exhibitors should submit an application before entry, and can enter the country only with the approval of the customs.
The exhibits shall meet the requirements of the inspection and quarantine restriction list of the Fifth China International Import Expo 2022 (attachment 4, hereinafter referred to as the”restriction list”) and the inspection and quarantine prohibition list of the Fifth China International Import Expo 2022 (attachment 5, hereinafter referred to as the”prohibition list”).
III. declaration of imported materials
The temporary entry goods of the Import Expo adopt the integrated customs clearance mode. The National Convention and Exhibition Center or its entrusted main transport service provider will handle the declaration procedures at Shanghai Customs, and the port customs will implement the inspection and release. For imported Expo materials imported by other trade methods, overseas exhibitors or their agents shall go through customs procedures in accordance with the current regulations.
The temporary entry goods of the Import Expo under the ATA carnet shall be reviewed and endorsed by the customs in charge, and the re shipment period shall be the same as the validity period of the carnet.
IV. inspection and release of exhibits
The inbound exhibits of the Import Expo are subject to inspection and quarantine according to the regulations. The exhibits that need to be inspected on the exhibition hall site due to special circumstances can be transported to the exhibition hall site for inspection after the application is submitted by the National Convention and Exhibition Center or its entrusted home transport service provider and approved by the customs. The National Convention and Exhibition Center shall provide necessary office space, inspection facilities, etc. For the exhibits that are normally inspected, the customs carrying out the inspection shall handle the release procedures.
V. in exhibition supervision
During the holding of the Import Expo, the customs will send personnel to supervise on the spot according to law. The National Convention and Exhibition Center, the official transportation service providers and exhibitors shall abide by the customs’ regulations on the display and sale of exhibits, and cooperate with the customs to do a good job of supervision.
Vi. disposal of exhibits
(I) consumption of exhibition supplies.
The National Convention and Exhibition Center shall urge exhibitors to inform the Shanghai Customs in writing of the estimated consumption in advance, and clarify the proposed use mode (trial, tasting, distribution) and quantity of exhibition supplies (which should be within a reasonable range and match the scale of the event). For the exhibition supplies to be tried, tasted and distributed, the relevant exhibitors should have the certificate of conformity that meets the requirements (official certificate of the exhibitor/third-party inspection report/self inspection report of the exhibitor/declaration of conformity of the exhibitor).
The customs will verify the quantity and total value of the following imported Expo inbound exhibition supplies according to the actual situation. Within a reasonable range, the customs will be exempted from tariffs and import value-added tax and consumption tax in accordance with relevant regulations:
1. Small samples (excluding alcoholic beverages, tobacco products and fuels) in the exhibition activities include samples of food or beverages originally imported or made of imported bulk raw materials during the exhibition. Such goods shall meet the following conditions:
(1) it is provided by the exhibitor free of charge and is specially provided for free distribution to the audience for use or consumption during the exhibition;
(2) the unit price is low and it is used as advertising samples;
(3) it is not suitable for commercial purposes, and the unit capacity is significantly less than the minimum retail packaging capacity;
(4) although the samples of food and beverage are not distributed in accordance with the packaging specified in Item (3) of this paragraph, they are indeed consumed in the activities.
2. Demonstrate consumed or damaged materials for the operation of the machines or devices on display.
3. Low value goods consumed in the layout and decoration of temporary booths.
4. Free promotional materials distributed to the audience during the exhibition.
5. Files, forms and other documents for the exhibition.
If the exhibition supplies listed in point 1 are imported beyond the limit, the excess shall be taxed according to law. The exhibition supplies listed in points 2, 3 and 4 that have not been used or consumed shall be transported out of the country again; If the goods are not transported out of the country again, the import formalities shall be handled in accordance with the regulations.
(II) purchase after the exhibition.
For the exhibits retained for purchase after the exhibition, the National Convention and Exhibition Center or its entrusted home transportation service provider shall handle the import procedures in a unified manner in accordance with the relevant provisions of the customs. If the management of licenses is involved, relevant licenses shall be handled.
Inbound exhibits that are allowed to be included in the list of cross-border e-commerce retail imported goods can be sold in the mode of cross-border e-commerce online purchase of bonded retail imported goods if they enter the customs special supervision area or bonded logistics center (type b) (hereinafter referred to as”regional center”) registered by the Customs after the exhibition.
(3) re transportation out of the country.
Imported Expo exhibits temporarily entering the country shall be transported out of the country within the time limit specified by the customs.
If the exhibits of the Import Expo temporarily entering the country under the non ATA Carnets are transferred to the special customs supervision area and bonded supervision place after the Import Expo is over (the participating cars should be transferred to the special customs supervision area and bonded supervision place that can carry out the automobile bonded warehousing business), they will be written off and closed after handling the relevant customs procedures.
(IV) extension of exhibits.
If it is really necessary to postpone the re shipment of Expo exhibits that are temporarily imported into the country, the extension procedures shall be handled with the Shanghai Customs in accordance with the regulations.
(V) bonded display transactions.
After the bonded goods are guaranteed by the enterprises in the regional center, they can be transported to the Import Expo exhibition hall outside the regional center for display and sale.
VII. Reporter interview equipment
The customs shall go through the customs clearance procedures in accordance with the relevant provisions of the announcement of the General Administration of Customs No. 104 in 2008, No. 19 in 2009 and No. 31 in 2009 for the import of foreign reporters’ interview equipment temporarily entering the country.
If the inbound and outbound materials of the Import Expo fail to go through the customs formalities as required, the customs shall deal with them in accordance with the provisions of relevant laws and regulations.
Matters not listed in the instructions shall be handled in accordance with relevant laws and regulations.

III. deepen the application of science and technology and create an intelligent supervision service mode
Through the cross-border trade management big data platform and information technology, we will provide full process supervision services for the information of exhibitors and exhibits of the Import Expo, and create a digital, intelligent, convenient and intensive full process supervision service mode of the Import Expo.
IV. send personnel to the site to provide service guarantee
During the Import Expo, Shanghai Customs will send personnel to the National Convention and Exhibition Center (Shanghai) to provide customs clearance, supervision, consultation and other services.
V. exhibitors provide unified tax guarantee to reduce the burden of overseas exhibitors
For the temporary entry exhibits of the Import Expo, the National Convention and Exhibition Center (Shanghai) Co., Ltd. will provide a bank guarantee or tariff guarantee insurance to the Shanghai Customs for tax guarantee. Overseas exhibitors or their entrusted main transport service providers are exempt from submitting tax guarantee to the customs ticket by ticket with the certificate of inbound materials for the Fifth China International Import Expo 2022 and the list of inbound materials for the Fifth China International Import Expo 2022 issued by the National Convention and Exhibition Center (Shanghai) Co., Ltd.
Vi. carry out verification nearby to improve the convenience level of exhibition
For the imported animals and plants and their products, animal and plant derived foods, Chinese medicinal materials, etc. involved in the administrative approval of inspection and quarantine, Shanghai Customs and relevant customs are entrusted to go through the approval procedures locally and nearby, and the relevant approval work is completed within 3 working days; In accordance with the principle of”convenience and operability”, Shanghai Customs is entrusted to exercise the right of acceptance and examination of overseas production enterprises of imported products, dairy products and bird’s nest sold in the exhibition area, and are exempted from overseas on-site evaluation. After passing the examination, the General Administration of customs issues Temporary registration approval documents (the temporary registration approval documents are only used during the exhibition and in the exhibition area).
VII. Set up special channels and give priority to handling procedures
VIP courtesy channels, special windows for customs declaration of inbound exhibits and special channels for inspection are set up at major ports for import fairs, giving priority to customs procedures such as declaration, inspection, sampling and testing续，实行即查即放。
