  3. Strengthen the prevention and control of major new and emerging infectious diseases, animal and plant epidemics
   At present, in terms of the prevention and control of infectious diseases, animal, plant and product epidemics, my country’s”Food Safety Law”,”Entry and Exit Animal and Plant Quarantine Law”,”Animal Epidemic Prevention Law”,”Infectious Disease Prevention and Control Law”,”Import and Export The “Food Safety Management Measures” all have relevant provisions on the supervision of animals, plants and their products, and zoonotic diseases. The Biosafety Law integrates and refines the relevant content in relevant laws and regulations. The Biosafety Law stipulates that the State Council’s health and health, agriculture and rural areas, forestry and grassland, customs, and ecological environment authorities shall establish a network of newly emerging infectious diseases, animal and plant epidemics, entry and exit quarantine, and biotechnology environmental safety monitoring networks, and organize monitoring sites Layout, construction, improve the monitoring information reporting system, carry out active monitoring and pathogen detection, and incorporate it into the national biosafety risk monitoring and early warning system.   Four. Pay attention to the compliance review of the research, development and application of agricultural genetically modified organisms
   Genetically modified food is inseparable from agricultural genetically modified organisms. The research, testing, production, processing, operation, import and export activities of agricultural genetically modified organisms must comply with the”Regulations on the Safety Management of Agricultural Genetically Modified Organisms” and”Inspection of Entry and Exit Genetically Modified Products”. In addition to the relevant provisions of regulations such as the “Quarantine Management Measures”, the “Approval Measures for the Processing of Agricultural Genetically Modified Organisms”, and the “Administrative Measures for the Safety Evaluation of Agricultural Genetically Modified Organisms”, the relevant provisions of the “Biosafety Law” must also be observed.
   The Biosafety Law stipulates that entities engaged in biotechnology research, development and application activities shall be responsible for the safety of their own biotechnology research, development and application, adopt biosafety risk prevention and control measures, and formulate biosafety training and follow-up inspections , Periodic reports and other work systems to strengthen process management. Engaged in biotechnology research and development activities shall comply with the national biotechnology research and development safety management norms, judge risk categories, pay close attention to changes in risks, and take timely response measures.
