   2021 Shanghai feed quality and safety supervision and spot check plan
   In order to effectively strengthen the supervision of feed quality and safety, improve the quality and safety of feed and aquaculture products, in accordance with the actual situation of the city, focusing on the key points of feed safety supervision, organize and carry out the 2021 Shanghai feed quality and safety supervision and spot check work, specially formulated this supervision and spot check plan .
   One. Work content
   (1) Feed quality and safety supervision and spot check
  1. Monitoring quantity
   In 2021, the total number of Shanghai feed quality and safety supervision and random inspection plans is 200 batches. The specific monitoring objects, types and quantities of monitored products, and monitoring items are shown in Annex 1.
  2. Key monitoring range
   (1) Feed and feed additive production license renewal enterprise.
   (2) The products of enterprises with substandard quality in the results of random inspections in 2019 and 2020.
   (3) Products of companies that produce abnormally or violate regulations.
  3. Organization and division of labor
   (1) All district agricultural and rural committees should attach great importance to feed quality and safety monitoring and perform feed quality and safety supervision duties. According to the actual situation of the jurisdiction, the feed supervision and sampling plan of the jurisdiction can be formulated on the basis of the supervision and sampling plan of our committee, and the guidance and management of the feed supervision and law enforcement work can be strengthened.
  (2) The Law Enforcement Team of the Municipal Agriculture and Rural Committee shall, in accordance with the requirements of the Ministry of Agriculture and Rural Affairs and this plan, timely check the”Feed and Feed Additive Production License Information Management and Inquiry System” and the”National Feed Quality and Safety Supervision Information System” (below (Referred to as Supervisory Information System), through the Supervisory Information System, randomly determine the enterprises to be supervised and spot-checked, deploy specific sampling work, organize and guide the districts to complete various supervision and sampling tasks, and send the samples to the Municipal Veterinary Drug and Feed Testing Institute. Products and enterprises that fail to pass the inspection shall be promptly investigated and dealt with in accordance with the law.
   (3) The Municipal Veterinary Drug and Feed Testing Institute shall complete the feed quality and safety testing on time in accordance with the requirements of this plan, and upload sampling information, inspection results and unqualified inspection results reports through the supervisory information system in a timely manner, and the test results shall be Report quarterly to the Animal Husbandry and Veterinary Management Office of our Committee and the Law Enforcement Team of the Municipal Agriculture and Rural Committee. For those unqualified in the test, the Municipal Veterinary Drug and Feed Testing Institute shall promptly feedback the information to the Law Enforcement Team of the Municipal Agriculture and Rural Committee. The judgment basis and principle of relevant inspection results shall be implemented in accordance with Annex 2.
   (4) The law enforcement teams of the agricultural and rural committees of all districts shall actively cooperate with the law enforcement corps of the municipal agricultural and rural committees, and be responsible for the supervision and sampling of feed production, operating enterprises, livestock and poultry farms and other units in their jurisdictions and the investigation and punishment of unqualified products .
  4. Results report
   (1) The specific delivery time of sampling samples:the first quarter is before April 20, the second quarter is before May 30, the third quarter is before July 20, and the fourth quarter is September 30 Before the day; the specific reporting time of the test results:the first quarter is before May 20, the second quarter is before June 30, the third quarter is before September 20, and the fourth quarter is before October 31.
   (2) The Municipal Agriculture and Rural Committee Law Enforcement Corps and the Municipal Veterinary Drug and Feed Testing Institute shall submit the summary of the city’s 2021 feed quality and safety supervision and random inspection work and the investigation and handling of unqualified products to the Animal Husbandry and Veterinary Management Office of the Commission before November 30 . The work summary should include the following information:the overall situation of the supervision and spot check, the analysis of the results (including the qualification rate of various types of products, the qualification of different monitoring indicators, etc.), the outstanding problems found, the traceability of unqualified samples found in the operation link, and the analysis of the cause of the problem , The countermeasures and relevant suggestions; the supervision situation should include the following information:the number of inspection production and operation entities, the number of supervision and law enforcement personnel dispatched, the number of problems found, the number of administrative law enforcement cases and the amount of penalties, the amount of fines, and the amount of destruction The tonnage of problematic products, the number of counterfeit production and sale dens destroyed, the number of orders to suspend production and business, the number of licenses that have been revoked, and the number of cases transferred to the public security organs.
   (2) On-site inspection of feed and feed additive manufacturers
  1. Tasks
   The Law Enforcement Team of the Municipal Agriculture and Rural Committee shall organize and carry out on-site inspections of feed and feed additive manufacturing enterprises in the city, and may adopt methods such as grading responsibility to ensure that all manufacturing enterprises comply with the”Feed and Feed Additive Manufacturing Enterprises” issued by the Animal Husbandry and Veterinary Bureau of the Ministry of Agriculture and Rural Affairs. The contents listed in the”On-site Inspection Form” (Nongmu Note [2021] No. 98) shall be inspected at least once a year. At the same time, it is necessary to cooperate well with the on-site inspection of randomly selected production enterprises across the country organized by the Ministry of Agriculture and Rural Affairs.
  2. Check the content
   mainly includes the production license conditions, safety production, raw material management, production line requirements, production process control, product quality control, product sales, etc. of feed and feed additive manufacturers.
  3. Check work requirements
   The production site, system documents, production records and inspection records of the inspected enterprise shall be inspected, and relevant personnel of the inspected enterprise shall be inquired. After the on-site inspection, report the inspection to the inspected company and fill in the on-site inspection form for the feed and feed additive manufacturers. The person in charge of the inspected company signs and seals for confirmation. When problems are discovered during the inspection, relevant evidence and materials shall be retained through photographing, video recording, copying, etc., and if prohibited substances are found to be stored or used at the production site, the investigation shall be organized in a timely manner in accordance with the law.
  4. Submit relevant information in time
  The city-wide on-site inspection will be completed by November 30, 2021. The Law Enforcement Team of the Municipal Agriculture and Rural Committee shall submit the report of on-site inspections of production enterprises in the city and the investigation or rectification of the problem enterprises found in random inspections by the Ministry of Agriculture and Rural Affairs before December 10, 2021, to the Animal Husbandry and Veterinary Management Office of the Commission.
   (3) Special inspection of feed label
   is organized and implemented by the Law Enforcement Corps of the Municipal Agriculture and Rural Committee, which can be carried out simultaneously with on-site inspections of production enterprises in the city. Comprehensively strengthen the supervision and management of the label content of feed products, urge producers and operators to strictly implement the relevant regulations on feed labels, label relevant content in accordance with laws and regulations, and eliminate irregular labeling behaviors that disrupt the market.
  1. Strengthen the publicity and implementation of feed label laws and regulations
   All district agricultural and rural committees and the municipal agricultural and rural committee law enforcement corps shall systematically study the laws and regulations related to feed labeling, and improve the ability of supervision and law enforcement. It is necessary to intensify publicity and training, and widely publicize the relevant laws and standards of feed labeling through multiple channels to help users improve their ability to identify non-standard feed labeling. It is necessary to implement the main responsibility of enterprises, strengthen industry self-discipline, enhance the awareness of law-abiding by relevant personnel, and jointly maintain a good market order.
  2. Organize enterprise self-examination and self-correction
  All district agricultural and rural committees shall organize feed production enterprises in their jurisdictions to compare with relevant regulations and standards on feed labels, conduct self-examinations on the labels of their feed, feed additives and feed ingredients, and revise and correct the irregularities in the labels in a timely manner. If it is found that feed products contain anti-coccidial drugs and traditional Chinese medicine drugs that are allowed to be added in commercial feeds, the feed production enterprises shall be guided and urged to make amendments in accordance with the National Standard No. 1 amendment of the”Feed Labeling”.
  3. Organize and carry out special inspections
   focuses on mixed feed additive products, natural plant raw materials for feed, and plant extract feed additives. See Annex 3 for details of the inspection content. Any violations of laws and regulations found during special inspections shall be dealt with in accordance with laws and regulations.
  4. Summary report inspection status
  The Law Enforcement Team of the Municipal Agriculture and Rural Committee shall submit the special inspection work of the city’s feed label to the Animal Husbandry and Veterinary Management Office of the Commission before July 15, 2021.
   2. Relevant requirements
   (1) Strengthen organizational leadership. The district agricultural and rural committees, the municipal agricultural and rural committees law enforcement team, and the municipal veterinary drug and feed testing institute should attach great importance to strengthen organization and leadership, refine and actualize key tasks, ensure the smooth implementation of various tasks, and always maintain a high pressure and strict crackdown on violations of laws and regulations.
   (2) Strengthen the linkage of checking and printing. All districts and units found violations of laws and regulations or substandard products in the process of feed quality and safety supervision shall be investigated and dealt with in accordance with laws and regulations, and suspected crimes shall be transferred to the public security organs for investigation.
   (3) Complete the task on time. The district agricultural and rural committees, the municipal agricultural and rural committees law enforcement team, and the municipal veterinary drug and feed testing institute shall complete the work in accordance with the schedule and ensure the quality and quantity, and report the summary materials and the investigation and handling of the problems on time.

   Judgment Basis and Judgment Principle
   1. Judgment basis
   (1) Hygienic indicators:judged in accordance with the”Feed Hygienic Standards” (GB 13078-2017); feed additive products are judged in accordance with the production enterprise product implementation standards.
   (2) Quality Index:Determine in accordance with the production company’s product implementation standards, valid contracts, and explicit indexes (explicit indexes on feed labels, product descriptions). If the manufacturer’s product implementation standards are inconsistent with the stated indicators and the”Regulations for the Safe Use of Feed Additives” (Announcement No. 2625 of the Ministry of Agriculture), the stricter indicators will be used for judgment. Among them, the content of copper and zinc is determined in accordance with the corresponding maximum limit specified in the”Regulations for the Safe Use of Feed Additives” (Announcement No. 2625 of the Ministry of Agriculture).
  (3) Illegal additives:in accordance with the”Regulations on the Administration of Feed and Feed Additives”, the”Regulations on the Administration of Veterinary Drugs”, the”Catalogue of Drugs Prohibited to Use in Feed and Animal Drinking Water” (Announcement No. 176 of the Ministry of Agriculture),” Substances Prohibited to Use in Feed and Animal Drinking Water” (Ministry of Agriculture Announcement No. 1519), and”List of Drugs and Other Compounds Prohibited to Use in Food Animals” (Ministry of Agriculture and Rural Affairs Announcement No. 250).
   (4) The determination of indicators other than the guaranteed value in the label of feed and feed additive products does not consider the shelf life of feed products.
   2. Judgment principles
   (1) Single index judgment. The various quality indicators and sanitary indicators of feed products are implemented in accordance with the”Allowable Errors in the Judgment of Feed Test Results” (GB/T 18823-2010).
   1. Judgment of feed additives. Various sanitary indicators do not consider method errors.
   2. Judgment of illegal additives. If the detection method has a limit of quantification, the limit of quantification shall be the judgment limit. If the limit of quantification is exceeded, it is judged as unqualified; if there is no limit of quantification, the detection limit or detection limit shall be the judgment limit. If the detection limit or detection limit is exceeded, it shall be judged as unqualified. .
   (2) Comprehensive product judgment. If an indicator is unqualified, the batch of products is determined to be unqualified. Moisture is only used for calculation and not included in the comprehensive judgment.
