   The”Regulations on the Implementation of the Main Responsibility for Food Safety by Food Production Enterprises in Jiangsu Province (Trial)” (hereinafter referred to as the”Regulations”) has been formally implemented on February 1, 2021. In order to fully implement the requirements of the”Regulations”, and to further promote the development of the”Implementation of Corporate Responsibility Year Action” and the use of relevant smart supervision methods, the relevant requirements are now clarified as follows:
   1. Strengthen organizational leadership and improve overall awareness
   The market supervision departments at all levels in the province must fully grasp the”Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening Reform and Strengthening Food Safety Work” and the requirements of the State Administration of”Implementing the Corporate Responsibility Year Action”, and deeply understand that Comrade Han Zheng is in the third place of the Food Safety Committee At the plenary meeting, it emphasized the requirement that”the focus of accountability falls on the responsibility of the business owner and the first responsibility, and on the legal person of the enterprise”, continue to comprehensively strengthen the organization and leadership of the implementation of the main responsibility of the enterprise, and give full play to the function of using the big market supervision Harmonious measures, multiple measures are taken simultaneously to effectively promote the implementation of the main responsibility of the enterprise. It is necessary to fully understand the significance of the”Regulations” in promoting the legalization and standardization of the main responsibility of food production enterprises in the province, and effectively use them as an important starting point for the market supervision departments at all levels to promote the modernization of food safety governance. Effectiveness. The publicity and implementation of the”Regulations” should be taken as an annual key work to urge enterprises to implement key subject responsibilities such as food safety leadership responsibilities, management responsibilities, risk management and control responsibilities, inspection and testing responsibilities, and food safety input responsibilities, and strengthen the refinement of relevant work in the region Implement, deepen supervision and advancement, and form a good situation of”main leaders take the initiative to pay attention, leaders in charge of advanced deployment, supervision departments to promote guidance, and production enterprises to apply what they learn”.
   2. Develop detailed measures to promote implementation
   (1) Strengthen publicity and training. Market supervision departments at all levels should combine local reality and strengthen the promotion and training of the Regulations through conference promotion, training, topic interpretation, seminars, and demonstrations, so as to truly convey the Regulations to every company in their jurisdiction. , And regard the relevant requirements of the”Regulations” as the annual food safety knowledge training and assessment content for enterprise food safety management personnel, food safety professional technicians and employees, and urge enterprises to learn and understand in place.
   (2) Guide the implementation of the Regulations. Market supervision departments at all levels should combine local food production safety supervision work arrangements to further refine the specific measures to promote the implementation of the”Regulations.” On the basis of studying and understanding the main content of the”Regulations”, enterprises should be guided to improve relevant measures in accordance with the characteristics of food categories and production processes and their own actual conditions, so as to further standardize and systemize the implementation of the main responsibility.
   (3) Strengthen supervision and inspection. Market supervision departments at all levels should combine local annual supervision and inspection plans to adopt various forms of supervision and inspection such as daily supervision and inspection, special inspection, law enforcement inspection, unannounced inspection, system inspection, etc., to strengthen inspections of the implementation of the Regulations. If relevant measures are not taken to implement the main responsibility, the legal representative or main person in charge of the enterprise may be interviewed, and key supervision and inspection shall be carried out. Strengthen the work of linking supervision and punishment. In cases where violations of laws and regulations are involved, punishments shall be increased in accordance with laws and regulations, and public exposure shall be made. Strictly follow the relevant regulations to intensify the accountability of legal representatives, main persons in charge and food safety management personnel of relevant enterprises, and strictly implement industry prohibition regulations.
  3. Pay close attention to the focus of work and improve quality and efficiency
   Articles 4, 8 to 13 and Chapter 10 of the Regulations respectively deal with the Guiding Opinions of the Provincial Market Supervision Bureau on Supervising Food Producers and Operators to Implement the Main Responsibilities of Food Safety (Su Shi Jianshisheng (2019) No. 227) has deepened and enriched the”six ones”, clarifying the standards and requirements that each”one” should meet. Market supervision departments at all levels should combine the relevant requirements of the”Regulations” and pay close attention to the”six ones” according to local conditions.”The advancement of”, further enhance the quality and efficiency of the work focus. At present, the main focus is to promote the following work:
   (1) Start the food safety self-inspection platform. The Provincial Bureau organized the development of the”Food Safety Self-Inspection Platform for Food Production Enterprises in Jiangsu Province”. Since 2021, the food safety self-inspection reports of food production enterprises in the province have officially realized online submission and unified analysis and utilization of related data. The platform is divided into enterprise end and supervision end. The website of enterprise end:http://www.jsfda.net/jsspzc/. The user name is the company’s SC number, and the initial password is spqyzc_2021. The company should also change the password when logging in for the first time. The supervisory terminal has been embedded in the”Jiangsu Province Food Production Supervision and Inspection Information System”, and the website, user name and password are the same as those in the Supervision and Inspection Information System.
  The food production enterprises in the whole province shall submit the”Regulations” in a timely manner through the enterprise terminal in accordance with the specific requirements of the”Regulations” Chapter 10 and Annexes 1 and 2 on the types of food safety self-inspection, the frequency of self-inspection, the content of self-inspection, and the time of self-inspection report. Food Safety Self-Inspection Form for Food Production Enterprises in Jiangsu Province, and Food Safety Self-Inspection Form for Food Additives Production Enterprises in Jiangsu Province (the form includes self-inspection content, enterprise rectification and self-inspection reports), the submission steps are divided into:submit a letter of commitment (1)-Filling in basic enterprise information (2)-Filling in by food safety management personnel (3)-Filling in self-inspection implementation record (4)-Filling in rectification acceptance (5)-Filling in self-inspection report (6)-Exporting self-inspection report ( 7)-Self-inspection is submitted and filed (8). For detailed operations, please refer to the”Operation Manual of Food Safety Self-Inspection Platform (Enterprise) for Food Production Enterprises in Jiangsu Province” (Annex 1). Among them, complete the steps (1)-(6) on the platform After the steps, the self-inspection report should be exported in PDF format (step 7). After signing and stamping at the corresponding signature and stamping place of the report, upload it to the platform in PDF format and complete the formal submission and archiving of the report to the territorial supervisory authority ( Step 8).
  Market supervision departments at all levels log in to the”Jiangsu Province Food Production Supervision and Inspection Information System” and follow the steps specified in the”Jiangsu Province Food Production Enterprise Food Safety Self-Inspection Platform (Supervisory End) Operation Manual” (Annex 2). Analysis and utilization of relevant data from food safety self-inspection of all food production enterprises in the jurisdiction.
   (2) Continue to do a good job of supervising and taking examinations. In 2021, the coverage rate of supervision and sampling of food safety management personnel of food production enterprises in the province shall reach 100%, and the pass rate shall reach more than 99%. While completing the above-mentioned indicators, the market supervision departments at all levels shall expand the supervision and sampling from the person in charge of food safety management to the main person in charge of the enterprise, the person in charge of quality and safety management, the person in charge of production management, the person in charge of inspection management + the person in charge of management, and the The scale of regional enterprises and the number of personnel, reasonably clarify the work objectives of enterprise participation (participation=cumulative number of participants/cumulative number of participating entrepreneurs), and jointly promote the further increase of participation in the supervision and sampling of enterprise food safety management personnel in the province.
   (3) Start the daily supervision and inspection system for small food workshops. District and city bureaus that have developed a food workshop registration management system, please follow the provincial bureau system interface specification (Annex 3) to connect with the provincial bureau system as soon as possible; if there is no system, the district city bureaus should close the food workshops in their jurisdiction before March 31. The basic workshop data (Annex 4) is submitted to the provincial bureau, and the provincial bureau will uniformly initialize the system. In the later period, if small food workshops are added or cancelled, the county (district, city) bureau can make additions and modifications. It is expected that in mid-April, the Provincial Bureau will complete the initial setup of the daily supervision and inspection system for all food workshops divided into districts and municipalities, and the official opening time will be notified at that time. After the system is officially put into operation, the district and city bureaus shall urge the county (district, city) bureaus to enter the daily supervision and inspection data of small food workshops in a timely manner. The small food workshops of key varieties of meat products and alcohol are inspected twice a year, and the small food workshops of other varieties are inspected once a year. When the task is not completed, the system will automatically warn.
  4. Strengthen supervision and assessment, and summarize the results in time
   (1) Food safety self-inspection work. Since the launch of the food safety self-inspection platform in 2021, the evaluation data of the self-inspection rate and self-inspection report rate of food production enterprises in the province will be based on the real-time data of the platform (inclusion in the evaluation refers to the type of routine self-inspection). According to the requirements of the “Detailed Implementation Plan for the Key Points of Provincial Market Supervision Work in 2021,” the province’s food production enterprises’ self-inspection rate and self-inspection report rate should reach 30%and 75%by the end of the second and third quarters, and should be reached before November 30 100%. Market supervision departments at all levels shall inform all enterprises in their jurisdiction of the use of the food safety self-inspection platform and operation manual as soon as possible, and urge them to complete the food safety self-inspection work in accordance with the requirements of the assessment progress. Among them, seasonal food production enterprises should complete food safety self-inspection and platform submission as soon as possible during the production season. If production is suspended for more than half a year due to seasonality or other reasons, self-inspection should be organized and submitted on the platform when production is resumed, and a report should be made to the local food safety daily supervision department. Enterprises that have never had production activities before November 30 in the natural year are not included in the base number of enterprises that should be self-inspected in that year. The number of routine self-examinations of enterprises shall be conducted in accordance with the requirements of Article 67 of the Regulations.
   (2) Food safety management personnel supervise and take examinations. The goal of the food safety personnel supervision sampling test in 2021 is:by the end of the second quarter, the coverage rate of sampling companies will reach more than 40%, and the pass rate will reach more than 95%; by the end of the third quarter, the coverage rate of sampling companies will reach more than 70%, and the pass rate will reach more than 98%. At the end of the year, the coverage rate of selected enterprises reached 100%, and the pass rate was over 99%. Market supervision departments at all levels should combine local work arrangements and complete the supervision and selection tests in accordance with the above-mentioned assessment progress requirements.
   (3) Summarize the work. The Provincial Bureau will organize the shooting of a special film on the implementation of the main responsibility of food safety by food production enterprises in Jiangsu Province at the end of the third quarter. It plans to strengthen deployment and implementation, strengthen system construction, strengthen supervision and inspection, strengthen focus, strengthen punishment, strengthen smart supervision, and strengthen capabilities. Eight aspects including enhancing and strengthening social co-governance have fully demonstrated the effects of the province’s market supervision system in promoting the implementation of the main responsibility for food safety of food production enterprises and promoting the modernization of food safety governance. Local market supervision bureaus are requested to pay attention to the collection and sorting of relevant typical materials and typical cases while advancing the relevant work.
