  Zhejiang has a low self-sufficiency rate of grain and a large amount of imported grain. It is of great significance to ensure the food supply in our province and maintain the national biosecurity by doing a good job in the risk control of imported grain security. In order to further strengthen the quality and safety management of imported grains and the prevention and control of the epidemic in our province, in accordance with the”Regulations on the Administration of Central Reserve Grain”,”Regulations on the Administration of Grain Circulation”,”Measures for the Supervision of Grain Quality and Safety”,”Inbound and Outbound Grain Inspection and Quarantine Supervision and Administration Measures” and other provisions and With the approval of the provincial government, the requirements for the responsibility system of the chief executive for food security are hereby notified of the relevant matters as follows:
  1. Regulate the construction and management of imported grain unloading ports
   Port unloading is a key link in the risk management and control of imported grains. Imported grain unloading ports should meet the conditions of designated supervision sites for imported grains and obtain corresponding qualifications. All localities should combine the construction of modern grain storage and logistics system, make overall planning and rational layout of designated supervision sites for incoming grain, guide the development of industrial agglomeration, support and supervise and promote designated ports of grain in borders to strengthen the construction of epidemic prevention facilities and technical capacity in the links of unloading, warehousing, and transportation. , Improve risk prevention and control capabilities. Those who fail to meet the standards of designated supervision sites for inbound grain shall not be recommended to apply for designated supervision sites; implement dynamic management of designated supervision sites that have obtained qualifications, and continuously improve standardization, specialization, standardization, and informatization.    2. Strictly supervise the distribution, transportation and processing of imported grains
   Strengthen the management of the flow of imported grain, and urge grain importing enterprises to strictly follow the relevant provisions of quota management and quarantine permits to transfer imported grains to designated enterprises for processing and storage. Wheat and corn imported with quotas are transferred to quota distribution enterprises, and they shall not be allowed to change the flow direction or enter the market circulation field without processing. Strictly implement the regulations on the safety of genetically modified food, and strictly prohibit the flow of genetically modified food into the planting process. Effective safety protection measures should be taken during the dispatch and transportation to prevent leakage or theft during grain transportation. All localities should formulate emergency response plans for emergencies during the dispatch and transportation of imported grain. Strengthen the planned management of imported grain reserves and the supervision of storage depots and transit depots, and urge grain importing enterprises to strictly implement the management requirements for the export and entry of imported grain reserves. The auction and subsequent production and processing of imported grain reserves shall meet the requirements of relevant regulations.   3. Improve the joint prevention and control mechanism of imported food security risks
   Strengthen the sharing of imported food quality and safety supervision information, jointly carry out the monitoring and eradication of foreign pests, coordinate the emergency response to safety risk emergencies, supervise and urge food import enterprises to establish and improve epidemic monitoring systems, and cooperate with the development of ports, processing plants, storage warehouses and Monitoring of foreign pests in the surrounding area, and implementing measures such as recalling unqualified grains.   4. Strengthen the risk management of imported food safety
   Strengthen the supervision and management of grain importing enterprises, organize regular inspections, supervise and urge enterprises to seriously implement imported grain quality and safety management and risk prevention and control measures, and establish imported grain quarantine approval, receiving and unloading, transportation, warehousing, warehousing, exporting, and processing , Handling of scraps, epidemic monitoring and prevention, and other links, truthfully and accurately fill in the corresponding ledger records to ensure traceability, inspection, and assessment, and implement safety risk prevention and control requirements.
