  According to the 2021 supervision work plan of the Standing Committee of the Provincial People’s Congress, the Standing Committee of the Provincial People’s Congress will organize the implementation of the”Food Safety Law”,”Agricultural Product Quality Safety Law”, and”Shandong Provincial Agricultural Product Quality Safety Regulations””Shandong Province Agricultural Products Quality and Safety Supervision and Management Regulations” and other food safety related laws and regulations, the 13th Provincial People’s Congress Standing Committee meeting in July will hear and review the provincial government’s report on the province’s food safety work, and the Provincial People’s Congress Standing Committee The law enforcement inspection team reports on the province’s food safety law enforcement inspections, and conducts special inquiries in the form of a joint meeting of the Standing Committee. In order to do a good job in related work, the Standing Committee of the Provincial People’s Congress has entrusted our department to carry out inspections on the implementation of food safety-related laws and regulations in the agricultural and rural systems of the province. The relevant requirements are hereby notified as follows:
   1. Conduct self-examination seriously. All cities and counties are requested to carefully conduct self-inspections in accordance with the requirements of relevant food safety laws and regulations, and submit respective inspection reports. The municipal inspection report is led by the municipal agricultural and rural bureaus, and includes two types of crops and fisheries. The fisheries in the seven coastal cities are independently formed by the fisheries administration bureau, and the number of words in each report is controlled within 1500 words. The county-level inspection reports are provided by the municipal agricultural and rural bureaus taking the lead in selecting one-third of the counties (cities, districts) within their jurisdictions, and the number of words in each report is controlled within 800 words.
   2. Check the contents of the report. The inspection report includes content such as the implementation of laws and regulations related to food safety, existing problems, and targeted opinions and suggestions. The city and county reports are mainly to report problems and are supported by examples and data. The city-level report needs to include the quality and safety monitoring of agricultural products at the city level and below since 2018. The county-level report can be an authentic description of the problem or example . The response to the problem should include but not limited to the following aspects:(1) Difficulties and problems in the implementation of departmental responsibilities; (2) Problems and weaknesses in the implementation of relevant laws and regulations; (3) Edible agricultural products, pesticides and fertilizers and other agriculture Safety issues and hidden risks in inputs; (4) Difficulties and problems in agricultural product quality and safety monitoring, traceability, and risk assessment; (5) New situations and problems encountered in agricultural product quality and safety work.
   All cities must attach great importance to it, report to the main responsible comrade of the unit in a timely manner, make careful arrangements, and earnestly do self-examination and reference work. The provincial department will form a research team to conduct research and inspection in each city, and the specific time will be notified separately. The city and county inspection reports shall be compiled by the Municipal Agriculture and Rural Bureaus and submitted to the Quality Supervision Department of the Provincial Agriculture and Rural Affairs Bureau as an official document before April 15.
