   In order to conscientiously implement the”Shanghai Municipal Action Plan for Promoting High-quality Agricultural Development (2021-2025)” (Hufu [2020] No. 84), in accordance with the”Shanghai Municipal Agricultural Green Production Subsidy Fund Management Measures” (Shanghai Agricultural Commission Regulations [2021] No. 3) and the “Implementation Plan for the Establishment of Green Agricultural Production Bases in Shanghai (2021-2025)” (Shanghai Agricultural Commission [2021] No. 56) and other documents required to earnestly grasp the annual vegetable production and ensure real estate Stable production and supply of vegetables, the relevant requirements for vegetable production in 2021 are hereby notified as follows:
  1. Continue to ensure vegetable production and supply
   Strictly implement the production tasks of vegetables, especially green leafy vegetables, and compact production measures to ensure supply. The city’s large-scale perennial vegetable fields are not less than 300,000 mu, the annual planting area is not less than 1.25 million mu, and the market volume is not less than 2.4 million tons, of which green leafy vegetables are not less than 1.25 million tons. All districts should stabilize the scale of vegetable production, the planting area and total output should not be lower than the 2020 level, the large-scale perennial vegetable field area should be implemented step by step, and the focus should be on consolidating and upgrading 50,000 acres of green leafy vegetable core bases and forming a list of bases. It is necessary to strengthen the production of summer and winter vegetables, and coordinate the development of seasonal vegetable fields to provide supplementary guarantee for the supply of off-season vegetables.
   2. Effectively strengthen the capacity building of facility vegetable fields
   Seriously summarize the major impacts of the two cold waves at the beginning of the year on the city’s vegetable production and supply guarantee. Focusing on the production and supply guarantee capacity building, the preparation of the”14th Five-Year Plan” high-standard facility vegetable field construction plan will be carried out, and implementation will be given priority In the key protected areas under construction, the planning and design of newly-built vegetable gardens shall be strengthened, and the connection with high-standard farmland construction projects shall be emphasized, and the development of vegetable farms in the direction of large-scale, machine-appropriate, and clustering will be promoted. It is necessary to accelerate the pace of mechanization of vegetable production, carry out the transformation of facility vegetable fields to be mechanized, and the creation of”machine substitution” demonstration bases. Combining with the construction of the”urban vegetable” industrial cluster project, promote the upgrading of equipment throughout the industrial chain. At the same time, strengthen the operation and management of the existing facility vegetable fields, and carry out a large-scale inspection of facility vegetable field management work during the year to prevent the occurrence of”de-vegetation” of facility vegetable fields.
   3. Fully implement the green vegetable production action
   Carry out the creation of a green production base, focus on promoting the integrated demonstration of 100,000 mu of green prevention and control technology, consolidate the application of 20,000 mu of water and fertilizer integration technology, and promote the application of 20,000 mu of soil conservation technology. Continue to promote the resource utilization of vegetable waste, and achieve a comprehensive utilization rate of vegetable waste of 70%. Strengthen the centralized recycling of wastes such as agricultural film and yellow board, promote fully degradable mulch film and yellow board, and realize that the recovery rate of agricultural film and yellow board is over 97%. Carry out vegetable quality and safety inspections and guidance, and strengthen monitoring of pesticide residues around key time periods, key varieties and key objects, and ensure the quality and safety of vegetables. Combined with the establishment of green production bases, the scale and standardization of vegetable production of more than 50 mu will be further improved.
  4. Vigorously promote vegetable information management
   Centering on the city’s digital agriculture”one network, one map, one database” construction and agricultural green production subsidy fund management requirements, promote the direct reporting of vegetable production information online. It is necessary to strengthen the guidance and inspection of the online direct reporting of production entities, improve the completeness, timeliness and accuracy of the online direct reporting of vegetables, and use the online map information as the main basis for green vegetable production subsidies. Continue to monitor vegetable production and price information, strengthen the guidance of balanced production and balanced listing information, and establish a vegetable daily and weekly report system during special periods. Carry out vegetable price cost index insurance, and guide production entities to implement online insurance. Strengthen vegetable production and marketing information communication, summarize and promote efficient production and marketing cooperation models, promote various forms of production and marketing docking, and improve production and operation efficiency.
  All districts and relevant units shall, in accordance with the goals and tasks of vegetable production in 2021, compact work responsibilities, refine tasks and measures, coordinate green production subsidies and other funds to provide guarantee for the completion of the annual production tasks. The technical plan for green vegetable production will be issued separately by the Municipal Agricultural Technology Extension Service Center. All districts and related units are requested to do a good job of implementation and guidance.
