   Your proposal on solving the problems in the prevention and control of major animal diseases in my country has been received. The General Administration of Business and Customs and the China Banking and Insurance Regulatory Commission now reply as follows.
  In recent years, the Ministry of Agriculture and Rural Affairs has resolutely implemented the central decision and deployment, and worked with relevant departments to improve laws and regulations related to animal epidemic prevention, financial support policies and insurance claims systems, support and guide localities to improve animal epidemic prevention capabilities, and make every effort to prevent major animal diseases And strengthened the prevention and blockage of overseas epidemics, and achieved positive results.
  1. Regarding laws that must be followed, law enforcement must be strict, violations must be investigated
  The Ministry of Agriculture and Rural Affairs insists on controlling the epidemic in accordance with the law, earnestly grasping the promotion and implementation of the”Animal Epidemic Prevention Law” and the”Livestock Law”, and instructing local agricultural and rural departments to adopt various forms to deal with units engaged in livestock and poultry breeding, management, slaughter, and transportation Carry out training with individuals to enhance their sense of responsibility for epidemic prevention according to law, guide the public to actively participate in animal epidemic prevention activities, and create a good atmosphere. At the same time, strengthen the coordination of departments, severely crack down on illegal transfer of livestock and poultry, malicious spread of rumors, etc., and maintain the trend of severe punishment. Strengthen the supervision of business entities and urge them to carry out livestock and poultry production and animal disease prevention and control work in accordance with the law. The newly revised”Animal Epidemic Prevention Law” was reviewed and approved at the 25th meeting of the Standing Committee of the 13th National People’s Congress on January 22, 2021, and came into effect on May 1, 2021. In the next step, the Ministry of Agriculture and Rural Affairs will conscientiously promote and implement the”Animal Epidemic Prevention Law”, increase law popularization, focus on popularizing the rights and obligations, prohibitive regulations and related legal responsibilities of all responsible entities, strengthen supervision and management in accordance with the law, and actively promote the process of rule of law .
  2. Regarding strengthening customs quarantine efforts
   In recent years, the General Administration of Customs has continued to strengthen animal quarantine. The first is to build a quarantine supervision system based on”3 lines of defense and 12 measures”, that is,”overseas, ports, and domestic” three lines of defense,”risk analysis, quarantine access, quarantine permits, overseas pre-inspection, port inspection, Isolation and quarantine, laboratory quarantine, quarantine treatment, quarantine supervision, epidemic monitoring, emergency response, science education” 12 measures. The second is to upgrade and build the”1+N” system for entry and exit animal disease monitoring, that is, the”Guidelines for Entry and Exit Animal Disease Monitoring” have been formulated, and 17 animal disease monitoring plans have been prepared and dynamically adjusted. The third is to improve port quarantine and inspection capabilities. Starting from 2017, the project has been implemented to enhance the entry and exit animal and plant quarantine capabilities, and a total of 388 million yuan has been invested to support infrastructure construction. Fourth, focusing on countries along the “Belt and Road”, continue to deepen bilateral and multilateral animal quarantine cooperation, participate in international exchange activities, and improve the joint prevention and control mechanism of major animal epidemics. In the next step, the General Administration of Customs will continue to track the international animal epidemic situation, conduct in-depth basic research, promote the introduction of relevant quarantine norms and standards, and take practical and effective measures to strengthen port quarantine and strictly prevent the introduction of foreign animal epidemics.
  3. Regarding the establishment of a professional animal epidemic warning and prevention team
   Since 2019, the General Office of the State Council has issued opinions three times, requesting the improvement of the grassroots animal epidemic prevention system. The Ministry of Agriculture and Rural Affairs implements the spirit of the opinions of the State Council, guides and promotes the improvement of animal epidemic prevention systems in various regions, and adapts to the needs of compulsory immunization, monitoring and early warning, quarantine supervision, and epidemic management. Support the large pig-raising counties to implement the special animal epidemic prevention commissioner plan from 2020. At present, the relevant places have recruited nearly 9,000 epidemic prevention commissioners to enrich the grassroots epidemic prevention team. The customs department has established a global animal epidemic information collection working group, an animal epidemic technical expert group, and a customs technical specification animal quarantine professional technical committee to closely track the epidemic situation, evaluate and determine animal quarantine policies and measures. Strengthen personnel qualification management, with 1131 qualified senior veterinary visa officers, 1475 visa veterinarian officers, and 12169 qualified personnel for on-site animal quarantine inspection posts. In the next step, the Ministry of Agriculture and Rural Affairs will coordinate relevant departments to promote and improve the animal epidemic prevention system, do a good job in the prevention and control of major animal diseases such as African swine fever, strengthen the prevention and blockage of overseas epidemics, and provide strong support for ensuring the safety of livestock and poultry products.
  4. On improving the compensation mechanism
   The China Banking and Insurance Regulatory Commission, in conjunction with relevant departments of agriculture and rural areas, uses pig insurance as a starting point to continuously improve the policy-based insurance system. The first is to strengthen organization and coordination, and has issued notices several times, requesting the use of insurance functions to actively respond to the African swine fever epidemic and support the high-quality development of the pig industry. The second is to urge insurance institutions to implement the requirements and improve the level of risk protection. Increase the insurance amount for breeding sows from 1,000-1200 yuan to 1,500 yuan per head, and increase the insurance amount for fattening pigs from 500-600 yuan to 800 yuan. Supervise insurance institutions to revise live pig insurance products as soon as possible to increase the insurance amount for breeding sows and fattening pigs. The insurance coverage for breeding sows in Beijing and Shanghai has increased to RMB 2,000 and above, and the insurance coverage for fattening pigs in Beijing, Shanghai, Zhejiang, Ningbo, Shandong, Guangxi, Hainan, Chongqing, Gansu, Qinghai, and Xinjiang has increased to RMB 1,000 and above. The third is to increase innovation and expand the field of pig insurance services. In addition to traditional breeding insurance, various local insurance institutions are encouraged to develop innovative pig insurance products such as pig feed cost index, live pig price index, and target price of live pigs to avoid the risk of rising costs and stabilize the expectation of breeding income. The fourth is to require agricultural insurance operating institutions in various regions to cooperate in the prevention and control of the new crown pneumonia epidemic, to do a good job in underwriting important agricultural products including live pigs, and to allow areas that are more affected by the epidemic to temporarily postpone the submission of relevant underwriting materials, pending the epidemic After the completion of the supplement and correction, the smooth development of the pig insurance work was ensured. In the next step, the China Banking and Insurance Regulatory Commission will continue to strengthen departmental collaboration, give full play to the role of pig insurance, improve the system and mechanism, increase insurance coverage, encourage industry product and service innovation, and better promote stable production and supply of pigs, and maintain market stability.
   V. Regarding standardizing the layout and management of farms
   The Measures for the Examination of Animal Epidemic Prevention Conditions (Order No. 7, 2010 of the Ministry of Agriculture) stipulates the requirements for epidemic prevention conditions in terms of site selection and layout of animal breeding farms and other places. In 2019, in order to implement the reform requirements of “decentralization, regulation and service” and promote the healthy development of the livestock and poultry breeding industry, the Ministry of Agriculture and Rural Affairs issued a notice to adjust the relevant regulations on the review of animal epidemic prevention conditions, requiring all regions to organize risk assessments for newly built animal farms and other places. Confirm the site selection based on the evaluation results. In 2020, the Ministry of Agriculture and Rural Affairs issued the”Technical Guidelines for the Normalization of Prevention and Control of African Swine Fever (Trial Version)” to provide training and interpretation, and guide farmers to implement scientific and standardized prevention and control measures such as isolation and observation, prohibition of swill feeding pigs, cleaning and disinfection, etc. Block the spread of the epidemic. Encourage qualified regions and enterprises to build epidemic-free areas and communities, and 62 epidemic-free communities in 25 provinces have passed national assessments. In the next step, the Ministry of Agriculture and Rural Affairs will organize the revision of the”Measures for Examination of Animal Epidemic Prevention Conditions” in accordance with the newly revised”Animal Epidemic Prevention Law” and improve the review system. Continue to guide all localities in the scientific implementation of site selection risk assessment, and standardize the review of animal epidemic prevention conditions. Do a good job in technical training for farmers, guide the improvement of infrastructure, improve the epidemic prevention system, and improve the level of biosafety management.
  6. Regarding strengthening the harmless treatment of farm manure and sick and dead livestock and poultry
   In 2017, the General Office of the State Council issued the”Opinions on Accelerating the Utilization of Wastes from Livestock and Poultry Farming” (Guobanfa [2017] No. 48) to strengthen the main responsibility for manure treatment of large-scale farms and accelerate the promotion of livestock and poultry Resource utilization of breeding waste. The Ministry of Agriculture and Rural Affairs organized the implementation of the entire county promotion project for the utilization of livestock and poultry manure resources, focusing on supporting the construction of manure treatment facilities and equipment for large-scale farms, and achieved full coverage of 585 livestock counties. At present, the comprehensive utilization rate of livestock and poultry manure in the country has reached more than 75%, and the supporting rate of manure treatment facilities and equipment for large-scale farms has reached more than 95%. In 2014, the General Office of the State Council issued the”Opinions on Establishing a Mechanism for the Harmless Treatment of Sick and Dead Livestock and Poultry” (Guobanfa [2014] No. 47), which put forward clear requirements for the harmless treatment of sick and dead livestock and poultry. In 2020, the Ministry of Agriculture and Rural Affairs and the Ministry of Finance jointly issued the”Notice on Further Strengthening the Harmless Treatment of Sick and Dead Livestock and Poultry” (Nongmufa [2020] No. 6), requiring the establishment of a harmless treatment system for dead and dead livestock and poultry to strengthen disease and death Supervision of the harmless disposal of livestock and poultry. The newly revised”Animal Epidemic Prevention Law” lists special chapters to regulate the harmless treatment of dead animals and diseased animal products. In the next step, the Ministry of Agriculture and Rural Affairs will work with relevant departments to continue to do a good job in the harmless treatment of farm manure and sick and dead livestock and poultry, promote the green development of animal husbandry, and maintain ecological safety.
  VII. Regarding the standardized management of animal transportation in vivo
  In recent years, the Ministry of Agriculture and Rural Affairs has effectively strengthened the supervision of livestock and poultry transportation in accordance with the deployment requirements of the State Council, instructed localities to speed up the construction of animal health supervision and inspection stations, designated channels for live livestock and poultry transportation, strengthened the filing management of pig transportation vehicles, and carried out illegal and illegal transportation. Special rectification of live pigs, and standardize the order of live pig transportation. The”Regulations on the Administration of Pig Slaughter” stipulate that the state implements designated slaughter management of live pigs, and the slaughter management measures for other animals shall be formulated by various provinces, regions and cities based on actual conditions. The establishment of other livestock and poultry slaughterhouses shall comply with the”Animal Epidemic Prevention Law” and other laws and local regulations. In 2020, the General Office of the State Council issued opinions to clearly speed up the improvement of the cold chain processing and distribution system for livestock and poultry products, and encourage slaughter and processing enterprises to build refrigerated processing facilities such as refrigeration warehouses and low-temperature segmentation workshops, and configure cold chain transportation equipment. In the next step, the Ministry of Agriculture and Rural Affairs will further implement the spirit of the opinions of the State Council, guide all localities to accelerate the promotion of livestock and poultry slaughter legislation, and standardize the establishment of livestock and poultry slaughterhouses. Strengthen transportation supervision and reduce the risk of epidemic spread during transportation. Actively coordinate with relevant departments to improve the cold chain processing and distribution system for livestock and poultry products.
