  In order to promote the implementation of the rural revitalization strategy, strictly prevent and control the hidden dangers of rural food safety risks, and protect the health and legal rights of the people, recently, the Ankang Municipal Market Supervision Bureau issued the”About The Notice on Special Rectification of Standardizing Rural Food Production and Operation Behavior” decided to launch a special rectification action for rural food production and operation within the city.
   The”Remediation Notice” proposes that in accordance with the”four strictest” requirements for food safety, rural food producers and operators shall be fully urged to implement their main responsibilities, and continue to standardize rural food production and operation behaviors, targeting key locations, key subjects, and key categories , While cracking down, standardizing, and improving, focus on rectifying the prominent problems of counterfeit and shoddy food in rural markets, and ensure the quality and safety of food in rural markets.
   The”Remediation Notice” clarifies specific measures in six areas:First, guide rural food producers (including small workshops) to improve production conditions, encourage centralized production, and guide their standardized development. Ensure reasonable production layout, clean and sanitary environment, and earnestly implement the management of incoming goods inspection, raw material control, food additive use, storage and transportation, labeling, factory inspection, and sales. The second is to actively promote”Internet + rural logistics” and”transport and post cooperation”, and encourage supply and marketing, postal and commercial chain enterprises to accelerate their deployment in rural areas. Strengthen the interconnection of farmers and businesses, develop new models and new business forms that link production and sales such as agricultural supermarkets, agricultural cooperatives, agricultural enterprises, and agricultural schools, and form a pattern of online and offline integration and two-way interoperability of elements. Encourage large enterprises to establish a new rural logistics system that integrates chain operation, home-to-home delivery, and scientific and technological services, and explore a development model that combines rural logistics and agricultural cold chain logistics. The third is to encourage the accurate docking of rural wholesale markets, bazaars and agricultural production bases, food production companies, circulation companies, and e-commerce to ensure that food sources are legal and quality controllable. The operators of rural wholesale markets and bazaars are required to strictly review the qualifications of the food producers and operators who enter the market, establish and improve the operators’ files, and promptly supervise and inspect the business conditions of the food producers and operators who enter the market. The fourth is to guide rural food operators to maintain a clean and hygienic business environment, strictly implement the certificate and ticket request system, equip with corresponding dust-proof and insect-proof facilities and equipment, and place food and non-food in separate areas, and resolutely eliminate the sale of infringement, counterfeiting, unidentified sources, Food violations such as the”three noes”, expiration, and corruption. The fifth is to strengthen the training, publicity, and daily supervision and inspection of rural small catering, farmhouses, and on-site food production and sales operators, and urge them to continuously improve their sanitary conditions, ensure that food raw materials are qualified, employees are in good health, and standardize the use of additives to further improve the rural scene The level of food safety assurance for the production and sale of food. Sixth, continue to explore new measures for the supervision of villagers’ self-organized banquets to ensure the supervision of banquet registration, site sanitation, food sources, food additives use, chef health certificates and other links to strictly prevent cluster food safety incidents.
   This special rectification action lasted 8 months from the beginning of April to the end of November this year.
