The Department of Animals and Plants of the General Administration of Customs and the Supervision Department’s Warning Announcement on Preventing the Introduction of Highly Pathogenic Avian Influenza in Niger (Zhong Zhi Han [2021] No. 22)

  Recently, the World Organization for Animal Health (OIE) notified Niger of the outbreak of H5N1 highly pathogenic avian influenza in poultry. In order to prevent the spread of the epidemic and protect the safety of my country’s animal husbandry, according to the Customs Law of the People’s Republic of China, The “Exit Animal and Plant Quarantine Law” and its implementation regulations and other relevant laws and regulations are hereby issued a warning notice to prevent the introduction of highly pathogenic avian influenza in Niger:
   1. It is forbidden to import poultry and related products directly or indirectly from Niger (products originating from unprocessed poultry or products that may still transmit disease despite being processed).
   2. It is prohibited to send or carry poultry and related products from Niger. Once discovered, they will be returned or destroyed.
  3. If poultry and related products from Niger are found on transport vehicles such as incoming ships, aircraft, road vehicles, and railway trains, they will be sealed up (except poultry meat for personal use, but they must not be taken away from the transport vehicle). And during the period of stay or operation in my country, the seal may not be opened and used without the permission of the customs. The waste and swill shall be treated in a harmless manner under the supervision of the customs and shall not be discarded without authorization. If an avian flu epidemic is found on the means of transportation, the contaminated or potentially contaminated areas shall be supervised and disinfected strictly in accordance with the law.
   4. The illegal entry of poultry and related products from Niger intercepted by border defense departments shall be destroyed under the supervision of the customs.
   5. Violations of the above regulations shall be dealt with by the customs in accordance with the”Customs Law of the People’s Republic of China”,”The Entry and Exit Animal and Plant Quarantine Law of the People’s Republic of China” and the relevant provisions of its implementing regulations.
   6. Each customs unit shall strictly perform quarantine work in accordance with the relevant provisions of the”Customs Law of the People’s Republic of China”,”The Law of the People’s Republic of China on Entry and Exit Animal and Plant Quarantine” and its implementation regulations.
   Seven. This warning notice remains effective until adjustments are made.
