In order to implement the spirit of the”Several Opinions of the State Council on Establishing and Improving the Responsibility System of the Governor for Food Security” (Guo Fa  No. 69), we will further strengthen the prevention and control of major imported food safety risks and ensure the quality and safety of imported food. The provincial government agrees, and the relevant matters are hereby notified as follows:
One, earnestly fulfill all responsibilities at all levels. In accordance with the relevant requirements of the Governor’s Responsibility System for Food Security, the municipal and prefecture governments have effectively assumed the main responsibility for ensuring the food security of their regions, and are generally responsible for the quality and safety of imported food. Imported grain business units, importers, and imported grain processing (reserve) enterprises take the main responsibility for the risk control of imported grain quality and safety, establish a grain quality and safety control system and an epidemic prevention and control system, engage in production and business activities in accordance with the law, operate honestly and trustfully, and accept society Supervise and assume social responsibility. The customs department is responsible for the inspection and quarantine supervision of imported grains, and urges the business units, importers, and processing (reserve) enterprises within their jurisdiction to implement the main responsibilities for epidemic prevention and control, and do a good job in monitoring foreign pests. The agricultural and rural departments are responsible for supervising and urging relevant enterprises to do a good job in the safety supervision of imported agricultural genetically modified organisms, and cooperate in the monitoring of harmful organisms. The market supervision and management department is responsible for the quality and safety supervision of imported grain and its products in the field of market circulation, and conducts random inspection and monitoring. The development and reform departments cooperate with the management of imported grain quotas. The grain department will do a good job in the management of the relevant qualifications of the reserve enterprises, and supervise the reserve enterprises to do a good job in the prevention and control of the epidemic.
2. Strengthen information exchange and sharing. According to the situation of inspection and quarantine at the port and monitoring of foreign pests, the customs department shall promptly notify relevant departments of safety risk information related to imported grains. Agricultural and rural departments find illegal genetically modified organisms and foreign pests during investigation and monitoring, and market supervision and management departments find quality and safety issues during supervision and random inspection and risk monitoring. If they are related to imported food after being traced back, they shall promptly report to the customs department. The grain department assists in supervising and reviewing whether reserved grain auction enterprises and flow-in enterprises have the qualifications for customs filing.
3. Strict management and operation of dispatch and transportation. Imported grain reserve enterprises shall be examined and identified by the grain department and filed by the customs. For those entrusted with social enterprises for storage, the storage enterprise shall go through the customs filing procedures with the certificate documents of the entrusted storage by the grain department. Imported grain must be transferred to designated enterprises for processing and storage in strict accordance with the requirements of the Entry Animal and Plant Quarantine Permit, and it is strictly forbidden to transfer to processing (reserving) enterprises that have not obtained the qualification for customs registration. Imported grain shall not directly enter the market circulation area. Effective safety protection measures should be taken during the transportation of imported grains. Vehicle compartments should be clean, dry, free of odor, no toxic and harmful substances, and have good airtight performance to avoid leakage, spread of epidemics, and theft during transportation. Importers, reserve depots or designated processing enterprises must declare the method of transshipment, transportation route, and means of transport to the customs authorities at the entry port and the destination in advance. If it is necessary to change the means of transport on the way, they should declare in advance and contact the local customs for supervision. Before the auction of imported reserve grain, the reserve enterprise shall conduct qualification review of the processing enterprises participating in the auction. Enterprises that have not obtained the inspection and quarantine qualification approval for the processing of imported reserve grain shall not participate in the auction.
Fourth, improve the security risk prevention and control system. Imported grain processing (reserve) enterprises should clarify the main responsibilities of epidemic prevention, establish a leading group for epidemic prevention, and establish effective risk prevention and control systems, including imported food quality and safety management systems, epidemic prevention and control systems, and emergency systems to prevent the spread of agricultural genetically modified organisms, etc., and improve The entire process of safety risk prevention and control management measures, including unloading, transportation, warehousing, exporting, warehousing, processing, waste disposal, epidemic monitoring and prevention, etc. of imported grain, shall be effectively organized and implemented.
5. Organize and carry out security risk monitoring. Port operating units, processing (reservation) enterprises and grain reloading site operating units shall, in accordance with the epidemic monitoring plan, carry out external pest monitoring at the port, processing (reservation) enterprises and their surrounding areas at least once a quarter, and timely report the monitoring results to the locality. Reports from customs, agriculture and rural areas, and grain departments. If harmful organisms such as foreign weeds, agricultural genetically modified organism plants and imported food seedlings are found, the local customs and other relevant departments shall promptly organize relevant enterprises to take effective control measures. The customs department shall carry out monitoring and investigation of weeds and other quarantine pests in designated grain supervision sites, storage depots, surrounding areas of processing plants, and grain replacement and reloading along the transportation route. If an epidemic is discovered, relevant enterprises should be organized to carry out emergency response, and the source of the epidemic should be analyzed, and the enterprises should be guided to take effective measures to rectify and reform.
VI. Establish a full-process traceability management system. Importers and processing (reserving) enterprises shall establish the approval of imported grains, port entry declaration, unloading, transportation, warehousing, exporting, warehousing, processing, disposal of scraps, epidemic monitoring and prevention, etc. in accordance with the requirements of the whole process management. Accounts for the whole process, and fill in the corresponding account records truthfully and accurately to ensure traceability, inspection, and assessment, and implement safety risk management and control requirements. This notice will come into effect on the date of issuance, and the original”Notice of the General Office of the Qinghai Provincial People’s Government on Strengthening the Management and Control of Imported Food Safety Risks” (Qingzhengban  No. 49) shall be repealed at the same time.
