  Work plan

  1. General requirements

   (1) Guiding ideology.    2. Main measures

   (1) Specify the priority of arable land use. Strengthen the protection and use control of cultivated land, and strictly control the conversion of cultivated land into forest land, garden land and other types of agricultural land. The permanent basic farmland is mainly used to develop grain production, especially to ensure the planting area of ​​the three major grains of rice, wheat and corn. Generally, arable land should be mainly used for the production of edible agricultural products such as grains, oil crops, vegetables, and forage feed. In accordance with the principle of”grain production priority”, on the basis of ensuring that priority is given to the production of grain and edible agricultural products, arable land is allowed to be used for the production of non-edible agricultural products in an appropriate manner. In structural adjustments, non-edible agricultural products with obvious surplus in the market should be guided to prevent disorderly development.    (2) Strengthen permanent basic farmland protection. In accordance with the unified deployment of the Party Central Committee and the State Council, the objectives of farmland protection and permanent basic farmland protection tasks are decomposed and implemented to counties (cities, districts), townships, and land parcels. Strictly regulate the agricultural production and operation activities of permanent basic farmland, prohibit the occupation of permanent basic farmland for forestry and fruit industry, dig ponds to raise fish, illegal soil extraction and other activities that destroy the permanent basic farmland cultivation layer, and prohibit idle and desolate permanent basic farmland. The use of permanent basic farmland to develop integrated three-dimensional planting and breeding of rice, rice, shrimp, and rice crabs should be based on the premise of not destroying the permanent basic farmland, and must comply with the general technical standards for integrated planting and breeding of rice and fish before it can be implemented.    (4) Strengthen land transfer management. Formulate the implementation rules for the management of the transfer of rural land management rights in our province, and guide the priority transfer of land to the main grain growers. All localities should strengthen the standardized management of the land for the transfer of industrial and commercial capital, establish and improve systems for the qualification review, project review, and graded filing of the land for the transfer of industrial and commercial capital, and strengthen the monitoring and management of leased agricultural land. Priority should be given to support for industrial and commercial capital that circulates land for grain production; for “non-grain” behaviors that violate relevant industrial development plans and large-scale transfer of cultivated land without growing grain, they must be resolutely corrected once discovered, and their enjoyment should be immediately stopped.    (5) Strengthen the construction of grain production capacity. Establish an integrated system of cultivated land use and feed, and steadily improve the basic fertility of cultivated land. Further improve the management, protection and utilization mechanism of high-standard farmland. Comprehensively improve the construction of irrigation capacity, open up the”last mile” of farmland water conservancy, and promote efficient water-saving irrigation technology. Support the development of high-quality special-purpose grains, accelerate the construction of production bases, improve the level of”storing grain according to plans”, and promote the upgrading of Anhui’s grain industry. Continue to promote the construction of national high-quality grain bases. Accelerate the development of the modern seed industry, and strengthen the research and development and promotion of new food varieties and technologies. Accelerate the research on comprehensive technologies for grain production, vigorously promote the establishment of green, high-quality and efficient food demonstrations, promote technologies such as returning straw to the field, planting green manure, and applying organic fertilizers, steadily improve soil fertility, and highlight the integrated promotion of key technologies. Accelerate the integrated development of agricultural machinery and agronomy, carry out comprehensive demonstration of grain production mechanization technology, focus on solving bottlenecks such as mechanical rice transplanting and corn grain harvesting, and accelerate the transformation of farmland into mechanization in hilly and mountainous areas. Establish and improve various disaster monitoring and early warning and emergency response mechanisms, and take the initiative to avoid disasters scientifically.    (6) Vigorously cultivate the main body of seed and grain. Guide all kinds of grain processing and business enterprises and production and marketing service organizations to establish a solid grain production and marketing relationship with farmers, and develop order-to-order production. In the demonstration and establishment of family farms, farmer cooperatives, and agricultural products processing enterprises, preference will be given to the main body of grain growing. Encourage and guide industrial and commercial capital to engage in the breeding of improved varieties, grain processing and circulation, and specialized socialized services for grain production in rural areas.    (7) Strengthen the grain support policy. Priority will be given to reinvestment in farmland construction, bond repayment, interest discounts, etc., from the adjustment proceeds of new farmland indicators generated by the construction of high-standard farmland. Increase policy support for grain production functional zones, tilt relevant agricultural project funds to grain production functional zones, give priority to supporting the planting of target crops in grain production functional zones, and speed up the construction of grain production functional zones to a high level of”a thousand catties in one season and one ton in two seasons” Standard grain field.
