   Opinions on Promoting the High-quality Development of the Dairy Industry (Draft for Soliciting Comments)
   In order to implement the”Opinions of the General Office of the State Council on Promoting the High-quality Development of Animal Husbandry” and”Opinions of the General Office of the State Council on Promoting the Rejuvenation of the Dairy Industry and Guaranteeing Milk Quality and Safety”, to further promote the high-quality development of the Zhejiang dairy industry, approved by the provincial government , Here are the following opinions:
  1. General requirements

Strive to reach 51,000 dairy cows in the province by 2025, with an annual output of about 230,000 tons of fresh milk, and an average yield of dairy cows of more than 8.5 tons; the passing rate of dairy products supervision and random inspection is more than 99%.
  Second, build a modern dairy farming system
   (1) Optimize the layout of dairy production. In accordance with the idea of ​​”appropriate development in northern Zhejiang and stable quality improvement in southern Zhejiang”, with modern agricultural parks as the focus, we will coordinate the layout of existing dairy processing enterprises, build a batch of moderately large-scale dairy farms with a combination of farming and breeding, and further promote fresh milk Production is concentrated in advantageous areas. Support the transformation of existing scale dairy farms to improve infrastructure conditions, and expand the scale of breeding in accordance with local conditions. Support the production of milk goats, milk buffalo and other dairy animals, and enrich the milk source structure. Encourage large-scale farms and dairy product production and processing enterprises to promote the increase and quality improvement of farmers through mergers and reorganizations. Support qualified large-scale farms to develop leisure and sightseeing pastures, and promote the integrated development of primary, secondary and tertiary industries. Strengthen the prevention and control of bovine nodular skin diseases and foot-and-mouth disease, and expand the scope to promote the monitoring and purification of brucellosis and tuberculosis. Strengthen the supply capacity of improved varieties in the province, and support the development of improved seed selection and breeding through molecular biology and other technologies.   3. Building a modern processing and circulation system

Encourage dairy products processing enterprises to focus on the production of low-temperature dairy products, and coordinate the development and transformation of sterilized milk, milk powder, cheese, etc., and continuously optimize the product structure. Support enterprises to explore new product development and processing technology innovation, continuously enhance production management and risk control capabilities, and create a group of domestic first-class dairy processing enterprises with distinctive characteristics.    (5) Constructing a modern dairy product circulation system. Focusing on the upgrading and upgrading of cold chain facilities and equipment at retail terminals, we will create a cold storage sales environment for low-temperature dairy products that covers everything from large supermarkets to rural retail stores. Explore the establishment of a fresh milk price negotiation mechanism under the guidance of the government and the participation of farms, processing companies, and industry associations, guide processing companies to determine the purchase price reasonably, sign long-term and stable purchase and sale contracts, and maintain the order of fresh milk purchases.   4. Strengthen the quality and safety supervision of dairy products

Improve the quality and safety traceability system for the whole process of fresh milk production, purchase and transportation. Organize the quality and safety monitoring of fresh milk, crack down on illegal purchases of fresh milk and all kinds of illegal additions, and compact the main responsibility of the purchase and transportation of fresh milk. Strengthen the information sharing of economic and credibility, market supervision, taxation and other departments, promote the establishment of a”blacklist” and exit mechanism for dairy processing enterprises, and build a credit system for the industry. Organize activities for dairy products to enter schools, enterprises, canteens, and communities, encourage the consumption of dry dairy products such as low-temperature liquid dairy products and cheese, and improve the dietary structure of the masses. Strengthen the release of dairy product quality and safety supervision information, and improve supervision transparency and credibility.   VI. Policy measures
   (11) Implement ecological control. Strictly implement the main responsibility of the pollution prevention and control of farms and dairy products processing enterprises. Under the premise of not polluting the environment, allow the breeding entities to reasonably determine the scale of breeding by themselves. Strengthen the follow-up service for the ranches with 500 heads or more per year and 250 heads or more without production volume and the pre-stage environmental protection work of the ranches in environmentally sensitive areas, and actively guide the preparation and approval of the environmental impact assessment; for other large-scale ranches, implement the environmental impact assessment Registration form filing system.    (12) Strengthen land security. The land used for dairy livestock production and related manure treatment, inspection and quarantine, cleaning and disinfection, and harmless treatment of dead animals is used as facility agricultural land. In principle, the agricultural land for dairy farming facilities shall not occupy permanent basic farmland. If the site selection is indeed unavoidable, it is allowed to occupy a small and sporadic permanent basic farmland. The area shall be controlled within 10%of the total area of ​​the facility agricultural land, and in principle shall not exceed 20 mu. Permanent basic farmland of equal quantity and quality shall be supplemented. Encourage the use of land suitable for forestry, barren mountains, barren ditch, barren hills, barren beaches, rural collective construction land and original livestock land to arrange dairy production.    (13) Strengthen financial support. Integrate agricultural development funds, comprehensively adopt support methods such as direct subsidies, loan interest discounts, first construction and then subsidies, subsidies with awards, and guarantee subsidies, and increase support for the construction, renovation and expansion of large-scale dairy farms. We will revise policy-related insurance protection clauses for dairy cows in a timely manner, explore the trial implementation of target price insurance for fresh milk, and improve the dairy industry insurance system. Support large-scale dairy farms to introduce and breed high-quality dairy cows, improve breeding facilities and equipment, forage production and processing, utilization of manure resources, development of leisure and sightseeing pastures, and the transformation and upgrading of fresh milk transportation vehicles and purchase stations. The purchase of qualified total mixed ration (TMR) preparation and environmental control, manure treatment facilities, automatic milking, and forage processing machinery for large-scale farms will be included in the scope of agricultural machinery purchase subsidies.    (14) Innovative financial policies. Increase credit guarantees for the dairy industry, give preferential treatment in terms of loan quota, term, interest rate, etc., and include eligible small and medium-sized pasture loans into the agricultural credit guarantee system to support it. Accelerate the implementation of the expansion of mortgage loans for living biological assets, and explore the development of mortgage loans using live dairy animals and breeding pens as collateral. Increase the support of government industry funds for the high-quality development of the dairy industry, and guide more financial and social capital to follow up investment.   VII. Work measures
