Analysis on Sampling Inspection of Food Safety Supervision in Beijing-Tianjin-Hebei Region in 2020

   A total of 66,924 batches of food and food-related products were sampled in 2020 in the Beijing-Tianjin-Hebei region, involving 31 categories, and a total of 917 batches of unqualified products, with a failure rate of 1.37%. Among them, the unqualified rate in the first quarter was 1.87%, the unqualified rate in the second quarter was 1.79%, the unqualified rate in the third quarter was 1.23%, and the unqualified rate in the fourth quarter was 1.35%. The details are as follows:

  Analysis of the overall situation of sampling
   A total of 66,924 batches of food and food-related products will be sampled in the Beijing-Tianjin-Hebei region in 2020.
   45246 batches of unqualified products were randomly inspected in Beijing, 508 batches of unqualified products, and the unqualified rate was 1.12%; 3596 batches of unqualified products were sampled in Tianjin, 41 batches of unqualified products, and the unqualified rate was 1.14%; 18082 batches of unqualified products were sampled in Hebei Province, There were 368 unqualified batches, and the unqualified rate was 2.04%.
   It can be seen that Beijing has the largest number of random inspection batches and the best safety status, while Hebei’s random inspection batch is in the middle, but the risk level is significantly higher than that of the other two places (see Figure 1 for details).
   The main problems found in the sampling inspection in 2020 are excessive pesticide and veterinary drug residues and microbial contamination, followed by additive problems, unqualified quality indicators, and excessive pollutants.
  The products involved include 29 categories including aquatic products and their products, catering products, vegetables and their products, roasted seeds and nuts products, beverages, starches and starch products.
   In addition, cocoa and roasted coffee products and other food products have a relatively good safety status, and no problems have been found.

  Comparison of monthly sampling results
  From the monthly sampling batch arrangement, the product sampling batches scheduled in December are at most 17015 batches; the sampling batches scheduled in March are at least 2,868 batches.
   From the non-conformance rate of random inspections, the non-conformance rates in February, March, April, May, August and November are all higher than the overall failure rate in 2020. Among them, the risk level in April is higher (see Table 1 ).

  Analysis of unqualified items
   Through the analysis of the risk indicators of the problematic products, it is found that the types of unqualified items involved include pesticides, veterinary drugs, microorganisms, additives, quality indicators, pollutants, labels, and biotoxins in 8 categories.
   Pesticides, veterinary drugs, and microorganisms are the main causes of product disqualification, and unqualified items account for 59.39%of the total unqualified items; additives, quality indicators and pollutants are followed by additives, quality indicators and pollutants, which together account for 38.67%.
   Beijing is mainly the problem of pesticide and veterinary drug residues, Tianjin is mainly related to microbes and labeling problems, and Hebei is mainly related to microbes, additives and quality indicators.
  Enterprises and regulatory agencies can focus on and take relevant risk prevention and control measures and regulatory measures based on the existing problems in various regions to continuously improve the local food safety level (see Table 2 and Figure 2 for details).

  Sampling inspection category analysis
   In 2020, the Beijing-Tianjin-Hebei region will conduct random inspections of 31 categories of food and food-related products, of which 2 categories are fully qualified, and unqualified products involve 29 categories.
  Products with higher risk levels include aquatic products and their products, catering products, vegetables and their products, roasted seeds and nut products, beverages, starch and starch products, sugar and convenience foods. The unqualified rate of these 8 categories of products Both are higher than the overall failure rate in 2020 (1.37%) (see Table 3 for details).
   Through the analysis of substandard products in Beijing, Tianjin and Hebei, it was found that:
   There are 26 categories of products in Beijing that fail to pass the random inspection, and the products with higher risks include:aquatic products and their products and 2 categories of catering products. Among them, the main problem of aquatic products and their products is the detection of cadmium (calculated by Cd), enrofloxacin, diazepam, ofloxacin, malachite green, furazolidone metabolites, etc., which do not meet the standard requirements; the main problems of catering products are Coliform bacteria, residual aluminum (dry sample, calculated as Al), aflatoxin, etc. do not meet the standard requirements.
   There are 12 categories of unqualified products in Tianjin City, and the products with higher risk include:candy and chocolate products and aquatic products and their products. Among them, candy and chocolate products are mainly labeling (character height, ingredient list, etc.); the main problem of aquatic products and their products is the detection of ofloxacin, cadmium (calculated by Cd) and other non-compliance.
   There are 24 categories of unqualified products in Hebei Province, and the products with higher risks include:catering products, aquatic products and their products, and frozen beverages. Among them, the main problem of catering products is the detection of anionic synthetic detergents, the residual amount of aluminum (dry samples, calculated as Al), and coliforms that do not meet the requirements; the main problem of aquatic products and their products is the detection of cadmium (calculated as Cd) ), diazepam, malachite green and other unqualified; the main problem of frozen drinks is that the protein and coliform do not meet the requirements.

  Summary
   In general, the overall food safety situation in the Beijing-Tianjin-Hebei region will be good in 2020. Among them, cocoa and roasted coffee products and other food products have good safety status and all are qualified. But at the same time some issues worthy of attention have been found:
   (1) The overall risk level of Hebei Province is higher than that of the other two places;
  (2) The unqualified rates in February, March, April, May, August and November are all higher than the overall unqualified rate in 2020, and April has the highest risk level;
  (3) Products with higher risk levels include 8 categories including aquatic products and their products, catering products, vegetables and their products, roasted seeds and nuts products, beverages, starches and starch products, sugar and convenience foods;
   (4) Among the 31 categories of food and food-related products, 29 categories of products all have unqualified quantities, which account for a relatively high proportion;
  (5) Pesticides, veterinary drugs, and microorganisms are the main reasons for the unqualified products in the Beijing-Tianjin-Hebei region, but the main risks of each province and city have their own characteristics.
   In response to the above problems, it is recommended that relevant departments conduct research and appropriately adjust the subsequent supervision and sampling plan according to needs; at the same time, food companies can also conduct self-examination based on this and strengthen management and control from the source. The Beijing Food and Drug Alliance will continue to pay attention to the development of food sampling inspections in the Beijing-Tianjin-Hebei region in 2021, and share the results of sampling inspections with netizens in a timely manner.
