   In order to conscientiously implement the spirit of the Central Rural Work Conference and the National Agricultural and Rural Department Directors’ Meeting, coordinate development and safety, strengthen the supervision of agricultural product quality and safety, and promote high-quality agricultural development According to the relevant provisions of the”Agricultural Product Quality and Safety Law”, our ministry will continue to carry out routine quality and safety monitoring (risk monitoring) of vegetables, fruits, tea, livestock and poultry products and aquatic products across the country. The monitoring plan (see attachment) is now printed and distributed to you, and the relevant matters are notified as follows.

   One, attach great importance to it and cooperate closely

   Agriculture and rural departments at all levels and task-taking units should attach great importance to it, earnestly implement the monitoring plan, and jointly complete and complete the national agricultural product quality and safety routine monitoring tasks. The agricultural and rural departments of all provinces (autonomous regions and municipalities directly under the Central Government) shall provide active support and assistance in sampling and testing, especially for the sampling and testing of production bases, breeding farms, production trucks, holding tanks and slaughterhouses. The agricultural and rural departments of each prefecture-level city under inspection shall, in accordance with the regulations and requirements of the monitoring plan, provide a list and location of specific local inspected units, and actively cooperate with the random inspection work to ensure the smooth progress of the national agricultural product quality and safety routine monitoring work.

  Second, overall planning, linkage up and down

  Agricultural and rural departments at all levels must make overall plans to further promote the implementation of agricultural product quality and safety risk monitoring. The agricultural and rural departments of all provinces (autonomous regions and municipalities directly under the Central Government) shall organize and carry out the monitoring of the quality and safety risks of agricultural products at the provincial level within their respective jurisdictions based on the actual conditions of their respective regions. The monitoring varieties and indicators should be adjusted according to the actual situation of the region, highlighting the regional characteristics, and avoiding”the upper and lower is generally rough”. Random sampling should be implemented, and smallholder farmers should be included in the sampling scope. Please copy the report of the provincial agricultural product quality and safety monitoring work plan and monitoring results to the Department of Agricultural Product Quality and Safety Supervision of our Ministry. According to the results of routine monitoring of the quality and safety of agricultural products at the national and provincial levels and the outstanding issues found in daily supervision, timely follow-up and random inspections of prohibited drugs and illegal additives shall be carried out to severely crack down on various violations of laws and regulations, and form a ministerial and provincial linkage mechanism to improve inspections. Improve the efficiency of linkage and the timeliness of punishment according to law. At the same time, the agricultural and rural departments of all provinces and prefecture-level cities under inspection shall take the initiative to establish a cooperation mechanism with market supervision departments, report the results of random inspections in a timely manner, and jointly do a good job in monitoring, early warning and result processing.

   3. Carefully organize to ensure scientificity and timeliness

   Agricultural and rural departments at all levels and the higher-level competent departments of the task-bearing unit shall strengthen the supervision of the task-bearing unit to ensure the quality of routine monitoring. Once any violations of the requirements of random inspections, fraud, etc. are found, they must be dealt with seriously in accordance with laws and regulations. The task unit must do a good job of sampling and testing scientifically and fairly. We must adhere to the principle of random sampling, cover smallholder farmers, and achieve scientific sampling. It is necessary to achieve rapid sampling, rapid testing, and rapid results to ensure the timeliness of testing. Information on high-risk unqualified samples shall be fed back to the agricultural and rural departments of the inspected area in a timely manner. After receiving the information of high-risk unqualified samples, the agricultural and rural departments of the inspected areas shall promptly perform risk prevention and control and early warning, and follow up with relevant departments to carry out supervision and spot checks, investigate and deal with violations of laws and regulations in accordance with the law, and ensure the quality and safety of listed agricultural products.

   Fourth, optimize methods and do a good job in risk monitoring during the epidemic

  In the early stage of   , there were clusters of epidemics in many places in the country, and the task of prevention and control remained arduous. All task-taking units shall carry out monitoring work in accordance with the prevention and control requirements of the government of the place under inspection and on the premise of doing a good job in their own protection. For medium- and high-risk areas, the task of sampling is negotiated between the task unit and the agricultural and rural departments of the inspected area. After the approval of the Department of Agricultural Product Quality and Safety Supervision of our Ministry, a unit with sampling experience in the inspected area can be entrusted to sample on its behalf. In low-risk areas, remote sampling is implemented, and the sampling ratio of each link is implemented in accordance with the plan.
