Notice of the Ministry of Commerce on Issuing the Export Quota of Grain Flour from Hong Kong and Macau for 2021

   According to the”Regulations of the People’s Republic of China on Administration of Import and Export of Goods” and the relevant provisions of the Ministry of Commerce’s 2008 Announcement No. 4, with reference to the needs of the Hong Kong and Macao markets and the export situation of relevant mainland enterprises in recent years, the Ministry of Commerce has formulated the grain milling in Hong Kong and Macao in 2021. The export quota distribution plan (see attachment) is hereby issued to you, and the relevant matters are notified as follows:
   1. The quotas issued are limited to exports to the Hong Kong and Macau markets, and it is strictly forbidden for enterprises to re-export the above-mentioned grain flour to other countries and regions in any form. In case of violation, the Ministry of Commerce will cancel its quota and future quota allocation qualifications.
   2. The relevant export license issuing agencies shall follow the”Notice of the Ministry of Commerce on Strengthening the Administration of the Export of Grain Supply to Hong Kong and Its Flour” (Business Development [2008] No. 59) and the”Ministry of Commerce on Strengthening the Supply of Grain to Macao And the “Notice on the Administration of the Export of Flour Milling” (Business Development [2008] No. 369) requires reviewing the export contract, and adding “limited to export to Hong Kong, no re-export” or “ Limited to exports to Macau, no re-export”.
   3. Please notify the relevant enterprises of the above quota allocation, and closely follow up and report the quota implementation and existing problems in a timely manner.
