   In order to strengthen the management of inputs such as veterinary drugs, feed and feed additives for aquaculture, we will crack down on illegal activities such as the production, import, operation and use of fake and inferior aquaculture veterinary drugs, feed and feed additives in accordance with the law, and ensure the quality and safety of aquaculture products , To accelerate the green development of aquaculture industry, in accordance with the”Fishery Law”,”Agricultural Product Quality and Safety Law”,”Veterinary Drug Management Regulations”,”Feed and Feed Additives Management Regulations”,”Pesticide Management Regulations”,”Aquaculture Quality and Safety Management Regulations” and other laws and regulations The relevant provisions of the rules and regulations are hereby notified as follows on matters related to strengthening the supervision of inputs for aquaculture.
  1. Accurately grasp the meaning of veterinary drugs, feed and feed additives used in aquaculture
   Local agricultural and rural (livestock, veterinary, fishery) authorities at all levels must accurately grasp the meaning and scope of management of veterinary drugs, feed and feed additives used in aquaculture, and perform regulatory duties in accordance with the law. In accordance with Article 72 of the Regulations on Administration of Veterinary Medicines, substances used to prevent, treat, and diagnose diseases of aquaculture animals or to purposely regulate the physiological functions of aquaculture animals, mainly including:serum products, vaccines, diagnostic products, and micro-ecology Products, Chinese medicinal materials, Chinese patent medicines, chemicals, antibiotics, biochemical drugs, radioactive drugs, pesticides and disinfectants for external use, etc. shall be subject to veterinary drug supervision and management. According to Article 2 of the Regulations on the Administration of Feed and Feed Additives, the products consumed by water-breeding animals, including single feed, additive pre-mixed feed, concentrated feed, compound feed and concentrated feed supplements, shall be Feed supervision and management; small or trace substances added during the processing, production and use of feed for aquaculture, including nutritive feed additives and general feed additives, shall be supervised and managed as feed additives. Local authorities should promptly request clarification of related products that cannot be defined.
  2. Strengthen the management of inputs such as veterinary drugs, feed and feed additives for aquaculture
   All localities shall strengthen the management of the production, import, operation and use of veterinary drugs, feed and feed additives for aquaculture in accordance with the law, compact territorial responsibilities, and form a combined supervision force. Inputs for aquaculture should be managed in accordance with veterinary drugs, feed and feed additives, regardless of the name of”XX agent”, the corresponding production license and product approval number must be obtained according to law before they can be produced, operated and used. The development, production, import, operation, advertising and use of veterinary drugs for aquaculture shall be supervised and managed strictly in accordance with the Regulations on Administration of Veterinary Drugs. Without review and approval, it is not allowed to produce, import or operate veterinary drugs for aquaculture and publish advertisements for veterinary drugs for aquaculture. Commercially available products such as “water quality improvers”, “substrate improvers”, and “microecological preparations” that are used to prevent, treat, or diagnose diseases of aquaculture animals or purposefully adjust the physiological functions of aquaculture animals shall be subject to veterinary drug supervision management. It is prohibited to produce, import, operate and use fake or inferior veterinary drugs for aquaculture, use prohibited drugs and other compounds, stop veterinary drugs, human drugs and APIs. The verification, registration, production, operation and use of feed and feed additives for aquaculture shall be supervised and managed strictly in accordance with the Regulations on the Administration of Feed and Feed Additives. According to the relevant provisions of the”Pesticide Management Regulations”, the use of pesticides in aquaculture is prohibited.
  3. Remediation of illegal activities related to veterinary drugs, feed and feed additives used in aquaculture
  Our Ministry has decided to carry out special rectification of illegal activities related to veterinary drugs, feed and feed additives used in aquaculture for three consecutive years from 2021 to 2023. Local agricultural and rural (livestock and veterinary, fishery) administrative departments at all levels shall list special rectifications Work, implement responsibilities, and constantly grasp it. Local agricultural and rural (animal husbandry, veterinary, fishery) authorities at or above the county level must set up award-winning reporting lines to increase the production, import, operation and use of fake and inferior aquaculture veterinary drugs, and aquaculture feeds that have not obtained permits. Feed additives, as well as the use of banned drugs and other compounds, discontinued veterinary drugs, human drugs, raw materials and pesticides and other illegal activities, focus on the investigation and punishment of deliberate use of so-called”non-drugs”,”animal protection products”,”water quality improvers”, and The production, operation and use of fake veterinary drugs under the names of quality modifiers,”microecological preparations,” etc., to evade the illegal activities of veterinary drug supervision. Local agricultural and rural (animal husbandry, veterinary, fishery) authorities at or above the county level, as well as comprehensive agricultural law enforcement agencies, and fishery law enforcement agencies shall deal with the production, import, operation, and use of fake and inferior aquaculture veterinary drugs, as well as failure to obtain licenses Proof of aquaculture feed and feed additives, the use of prohibited drugs and other compounds, discontinued veterinary drugs, human drugs, raw materials and pesticides and other illegal activities shall be subject to administrative penalties. Those suspected of crimes shall be transferred to the judicial organs for handling. All localities should strengthen the supervision and assessment of special rectification work, and our department will supervise and inspect the work situation in various regions.
  4. Trial implementation of a whitelist system for the use of inputs for aquaculture
  Our Ministry has decided to pilot a whitelist system for aquaculture inputs nationwide. The whitelist system refers to the inclusion of the veterinary drugs, feeds and feed additives for aquaculture approved by the agricultural and rural administrative department of the State Council, as well as the substances listed in the list of feed materials and feed additives, into the whitelist of inputs for aquaculture, and implementation trends management. In addition to the legal use of white-listed inputs such as aquaculture veterinary drugs, feed and feed additives, other inputs shall not be illegally used in the process of aquaculture production, otherwise investigations or warnings shall be given according to law. If a breeder is found to use inputs other than the whitelist to raise edible aquaculture animals, local agricultural and rural (fishery) authorities at all levels, as well as comprehensive agricultural law enforcement agencies, fishery law enforcement agencies shall investigate and deal with them in accordance with law and functions, and transfer suspected crimes to justice The agency pursues criminal responsibility; at the same time, local agricultural and rural (fishery) authorities at all levels publicly release warning information that their aquaculture products may have hidden risks to quality and safety.
   5. Improving the service level of law popularization, education and administrative approval
   Local agricultural and rural (animal husbandry, veterinary, fishery) authorities at or above the county level shall actively conduct relevant administrative approvals for veterinary drugs, feed and feed additives production and operation enterprises, and aquaculture farmers in the standardized use of veterinary drugs, feed and feed additives Provide services, optimize the approval process, and guide them to standardize production, operation and use. To further strengthen the popularization of laws and policy publicity, relevant local administrative personnel should accurately grasp the meaning of veterinary drugs, so-called”non-pharmaceuticals”,”animal protection products”,”water quality improvers”, and”substrate quality improvers” that are not promoted by some producers. Names such as”probiotics” are deceived. Widespread publicity should be carried out in places such as veterinary drugs, feed and feed additive production (import) enterprises, operating stores, and aquaculture farms. Education-related enterprises do not produce, import and operate fake or inferior veterinary drugs for aquaculture, as well as feeds and feed additives for aquaculture that have not obtained license certificates. Educate breeders to use veterinary drugs, feeds and feed additives for aquaculture approved by the state, and use self-prepared feeds to strictly abide by the rules for the use of self-prepared feeds formulated by the agricultural and rural authorities of the State Council. Educators should recognize the veterinary drug product approval number (imported veterinary drug registration certificate number) and QR code identification on the veterinary drug label, product label, production license, quality standard, quality inspection certificate and other information on feed and feed additives, Refuse to purchase and use banned drugs and other compounds, stop veterinary drugs, fake and inferior veterinary drugs, human drugs, raw materials, pesticides, and veterinary drugs that have not been assigned a QR code for veterinary drugs, as well as banned feeds and feed additives without product label information . Relevant industry associations should strengthen industry self-discipline, educate related companies to eliminate illegal activities such as the production of fake and inferior veterinary drugs, and scientifically regulate the production, sale and use of inputs for aquaculture in accordance with the law.
  The work implementation plans of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang Production and Construction Corps, please report to the Animal Husbandry and Veterinary Bureau and Fishery and Fishery Administration of our Ministry before March 31, 2021.
