   Chapter One General Provisions

   Article 2 These Measures shall apply to the catering services and management activities for the elderly at home in the administrative area of ​​this city.

   Article 3 The provision of meals for the elderly referred to in these Measures refers to the elderly’s canteen as the main support for those living in the administrative area of ​​this city Senior citizens aged 60 and above provide services such as meal preparation, meal preparation, meal sharing, dining, and meal delivery.

   The elderly canteens mentioned in these Measures refer to those provided by the district civil affairs department and the town people’s government (sub-district office) to provide meals for the elderly at home place.

   Article 4 The municipal and district civil affairs departments are responsible for the overall planning, policy guidance, supervision and management, and fund management of catering services for the elderly in their jurisdictions. The municipal home care service guidance unit is responsible for the fund settlement, management and information construction of the city’s elderly catering services.

   Market supervision and management departments at all levels are responsible for the food safety business guidance and daily supervision of catering services for the elderly.

   Town People’s Government (sub-district office) is responsible for the specific implementation of catering services for the elderly, responsible for the construction of facilities, the establishment of elderly canteens, the selection of operating agencies and daily routines Supervision, undertaking the acceptance and preliminary verification of service applications, service subsidy funding, etc.

   The development and reform, finance, health, social organization and management departments at all levels and the Municipal Disabled Persons’ Federation shall coordinate the implementation of these Measures in accordance with their respective responsibilities.

   Chapter 2 Service Supply

   Article 5 The catering service for the elderly is provided in the following ways:

The canteens of universities, enterprises and institutions, and senior care service institutions open up special areas (windows) for the elderly to provide meals, or provide nearby meal services by ordering meals to deliver packed lunches, and opening internal catering resources to the elderly in the surrounding communities.

   (3) Group meal delivery service model. Introduce group meal delivery units with good social reputation and quantitative levels of food safety in catering services to cater for the elderly in the canteen.

   (4) Catering companies participate in the catering service model. Social catering service units that operate with a certificate and have a quantitative level of food safety in catering services rely on community stores to set up special catering areas (windows) for the elderly or adopt methods such as”central kitchen + community stores” to provide catering services for the elderly.

   (5) Neighborhood mutual assistance service model. In rural areas where the need for food assistance is small, the elderly population is scattered, and the conditions for setting up a canteen for the elderly are not available for the time being, service providers such as relatives, neighbors, and elderly care service staff can work with town (street) home elderly care service platform operating agencies, Elderly persons in need sign a tripartite agreement to provide them with meal catering services.

   Article 6 All districts shall follow the principle of “10-15 minutes in the central city and 20-25 minutes in the outer city”, and comprehensively consider the status of the elderly population and meal services in the district Factors such as demand, service resources, service radius, etc., rationally arrange the elderly canteens.

   Town People’s Government (sub-district office) can rely on community home care facilities, social work stations, party-mass service centers, work therapy stations and other community public service venues Canteen.    Article 8 Each district shall comprehensively consider factors such as service demand, construction and decoration, equipment purchase, etc., and arrange the construction funds for the elderly canteen. The construction funds shall be borne by the district finance, listed in the annual department budget by the district civil affairs department, and allocated to the construction unit and service organization of the service facility in accordance with the financial management regulations and contract requirements.

   Article 9 Elderly canteens should have the functions of centralized dining and home delivery.

   Article 10 In principle, the elderly canteen should be operated and managed by a professional service organization. The operating organization of the elderly canteen should meet the following conditions:

   (1) Established in accordance with the law and obtained the corresponding business license or registration certificate;

   (2) There are facilities and staff suitable for the development of catering services. Among them, if the operating agency makes, processes, divides meals or divides meals and disinfects tableware in the elderly canteen, it shall comply with the relevant provisions of the city’s food production and operation license management and obtain the corresponding”food operation license”.    Article 11 The venue of the elderly canteen shall meet the following conditions:

   (3) Set up dining and other functional areas in accordance with relevant food safety regulations, and be equipped with tables, chairs, appliances, air-conditioning and other facilities suitable for the elderly;

   (4) Publicize food business licenses, health certificates of employees, food safety management, safety commitments and other systems as well as food supplements and catering in a prominent place in the premises as required Service information, etc.;

  (5) Comply with our city’s community home care service standards and related regulations.

   Chapter 3 Service Management

   Article 15 The price of catering services shall be determined by the district civil affairs department or the town people’s government (sub-district office) and the elderly canteen operating agency through agreement , And make timely adjustments based on economic and social development.

  Article 16 Elderly canteen operating agencies shall establish and improve management systems for personnel, finance, training, information, safety, and quality control. During the development, the relevant regulations and service standards of national, provincial, and municipal food production and operation, food safety, and elderly care services shall be complied with.

   Article 17 Elderly dining hall operating agencies and their cooperative agencies shall implement the main responsibility for food safety, appoint food safety management personnel in accordance with the law, and implement food safety systems , Strictly implement the”Food Safety Operation Regulations for Catering Services”, improve the meal traceability mechanism, do a good job of keeping food samples, and conduct food safety knowledge training for staff before and during their posts.

   Article 18 The town people’s government (sub-district office) shall promptly enter the basic information and service changes of the elderly canteen in its jurisdiction into Guangzhou Home Comprehensive information service platform for the elderly.

  Elderly dining hall operating agencies should access and use the Guangzhou Home Care Comprehensive Information Service Platform to provide services, collect service information in real time, and ensure the authenticity and accuracy of the information Sex.

The town people’s government (sub-district office) should ensure the dining needs of the elderly by coordinating the meals provided in the neighboring elderly canteens and delivering meals to the door.

   Chapter 4 Service Process

   Article 21. Elderly people who need catering services should fill in the service demand registration form and show their ID cards through the Guangzhou Home Care Comprehensive Information Service Platform. Choose an elderly canteen nearby.

  Elderly dining hall operating agencies shall assist the elderly in handling related businesses.

   Article 24 The elderly should use the social security card (elderly preferential treatment card) for dining. Elderly canteens where conditions permit can also use facial recognition, fingerprint recognition and other biometric technologies for identity authentication before eating.

   Chapter 5 Service Subsidies

  Article 25 The municipal-level catering service subsidies for the elderly include meal subsidies, meal delivery subsidies, and operating subsidies. The calculation and distribution of subsidies are applicable to lunch and dinner, and each person counts once per meal.

   Article 26 Resident residents of 60 years old and above who live in the administrative area of ​​this city can enjoy meal subsidies if they receive meal-assisted catering services. The subsidy standard is one-fourth of the cost of each meal per person, up to 3 yuan. The meal subsidy is automatically deducted when the elderly pay for the meal.

   Article 27 Elderly canteen operating agencies provide meal delivery services for elderly people with household registration in this city who have a need for elderly care of 1-6. Meal subsidies, among which, the subsidy standard for the elderly care needs level 1-3 is 2 yuan per person per time, and the subsidy standard for level 4-6 is 4 yuan per person per time.

  Article 28. Elderly canteen operating agencies enjoy operating subsidies according to the actual number of meals. The subsidy standard is per person per time operating in a self-built kitchen service model 3 yuan, 1.5 yuan per person per person who adopts other service modes.

   The elderly canteen set up in the Starlight Home for the Elderly shall not repeatedly enjoy the operating subsidies of the community’s home-based elderly care service facilities.

  Neighborhood mutual assistance service model does not enjoy operating subsidies.

  Operation subsidies should be used for site rent, equipment purchase and maintenance, purchase of comprehensive liability insurance, water, electricity, gas, labor costs, related taxes and other expenses.

   Article 29 The civil affairs department shall incorporate the municipal catering service subsidy funds into the department’s budget for the following year in accordance with regulations and procedures in August each year. Provisions are made for timely transfer of funds to all districts. The district civil affairs department shall report to the municipal home care service guidance unit the use of the municipal catering service subsidy funds in the previous year before the end of April each year. The municipal home care service guidance unit shall complete the municipal service subsidy funds by the end of May. Liquidation.    Chapter VI Supervision and Management

   Article 31 The district civil affairs department shall establish a roster of the district’s elderly dining halls and operating agencies, and report it to the civil affairs department and the municipal market supervision and management department.   The district civil affairs department shall proactively announce the channels for reporting and complaining of the catering services for the elderly, and accept and handle relevant reports and complaints in accordance with the law.

   Article 32 Civil affairs, market supervision, social organization management and related departments shall establish and improve a coordinated supervision mechanism to strengthen the supervision of the operation and service of the elderly canteen .

  The district civil affairs department shall organize the daily management of the daily operation, personnel qualifications, food safety, sanitation status, service quality, etc. Supervise and manage after the event, and regularly announce the relevant situation to the public.

  Elderly dining hall operating agencies shall actively cooperate with relevant departments to rectify existing problems, and shall not refuse rectification for any reason.

   Article 35. If the catering service project fails to pass the annual evaluation of the community home care service project, the district civil affairs department shall supervise the operating agency of the elderly canteen Rectification.

   Article 36. The district civil affairs department and the town people’s government (sub-district office) shall order rectification, Terminate cooperation in accordance with the agreement:

   Article 37 Where there is a food safety incident, fraudulent subsidy funds, or other violations of laws and regulations in the operating agency of the elderly canteen, the district civil affairs department, the town people’s government The (sub-district office) shall immediately terminate the cooperation in accordance with the agreement, and the competent authority shall impose penalties in accordance with relevant laws and regulations; if a crime is constituted, its criminal responsibility shall be investigated in accordance with the law.

   Chapter 7 Supplementary Provisions
