   In order to strengthen Shenzhen’s food safety supervision, effectively prevent and control systemic, regional and industrial food safety risks, and further improve the people’s sense of gain, happiness and security, Shenzhen Market Supervision and Administration Innovative optimization and reform of the sampling inspection system, highlighting the problem orientation, and setting the work target of 4%of the food supervision sampling inspection problem discovery rate, following the principle of avoiding repetition and comprehensive coverage, ensuring that the sampling inspection and monitoring costs are real, and the inspection benefits are maximized . Based on this work objective, the Bureau conducts food daily supervision and sampling, evaluative sampling, special sampling, law enforcement sampling, risk monitoring, and other methods. For specific food sampling types, see Annex 1. The recent random inspections are reported as follows:
  一. Overall situation
   The types of sampling inspections are evaluative sampling, special sampling, and law enforcement sampling. The sampling period is from September to November 2020. A total of 668 batches of food and food-related products in the production, circulation, and catering links are selected, involving 340 business entities. A total of 5159 food indicators were tested and 26 batches of unqualified samples were found. Among them, a total of 465 batches of samples were collected for evaluative sampling, with a pass rate of 99.4%(evaluative sampling is an important indicator for evaluating the food safety level of the region) ; A total of 203 batches of samples were selected for special sampling inspection and law enforcement sampling, and 23 batches of unqualified samples were detected. The substandard food categories involved include 1 batch of catering food, 1 batch of starch and starch products, 5 batches of processed food products, 14 batches of edible agricultural products, 2 batches of edible oil, grease and their products, and 1 batch of vegetable products. 1 batch of aquatic products, 1 batch of fruit products; the types of unqualified items involved are pesticide residues, veterinary drug residues, food additives, non-edible substances, metal and other elemental pollutants, other pollutants, and labels.
  Second, various types of food situation
  1. A total of 5 batches of health food were sampled, and no unqualified samples were detected.
  2. A total of 7 batches of biscuits were sampled, and no unqualified samples were detected.
  3. A total of 33 batches of catering food were sampled and one batch of unqualified samples was detected. The unqualified items were sorbic acid and its potassium salt.
  4. A total of 3 batches of tea and related products were sampled, and no unqualified samples were detected.
   5. A total of 6 batches of roasted food and nut products were randomly inspected, and no unqualified samples were detected.
  6. A total of 3 batches of egg products were sampled, and no unqualified samples were detected.
  7. A total of 22 batches of starch and starch products were sampled, and 1 batch of unqualified samples was detected. The unqualified item was lead.
   8. A total of 14 batches of soy products were sampled, and no unqualified samples were detected.
  9. A total of 13 batches of convenience food were sampled, and no unqualified samples were detected.
  10. A total of 5 batches of bee products were sampled, and no unqualified samples were detected.
  11. A total of 17 batches of pastries were sampled, and no unqualified samples were detected.
  12. A total of 4 batches of cans were sampled, and no unqualified samples were detected.
  13. A total of 19 batches of alcohol were sampled, and no unqualified samples were detected.
  14. A total of 6 batches of cocoa and roasted coffee products were sampled, and no unqualified samples were detected.
  15. A total of 6 batches of frozen drinks were sampled, and no unqualified samples were detected.
  16. A total of 233 batches of processed food products were sampled and 5 batches of unqualified samples were detected. The unqualified items were dehydroacetic acid and its sodium salt, sorbic acid and its potassium salt, and labels.
  17. A total of 21 batches of meat products were sampled, and no unqualified samples were detected.
  18. A total of 14 batches of dairy products were sampled, and no unqualified samples were detected.
  19. A total of 5 batches of food additives were sampled, and no unqualified samples were detected.
  20. A total of 2 batches of sugar were sampled, and no unqualified samples were detected.
  21. A total of 7 batches of salt were sampled and no unqualified samples were detected.
  22. A total of 120 batches of edible agricultural products were sampled and 14 batches of unqualified samples were detected. The unqualified items were sodium 4-chlorophenoxyacetate, 6-benzyl adenine, enrofloxacin, cadmium, Kebai Wei, furazolidone metabolites, chloramphenicol.
  23. A total of 15 batches of edible oil, grease and their products were sampled, and 2 batches of unqualified samples were detected. The unqualified item was ethyl maltol.
  24. A total of 3 batches of vegetable products were sampled, and 1 batch of unqualified samples was detected. The unqualified item was sodium cyclamate.
  25. A total of 11 batches of potato and puffed food were sampled, and no unqualified samples were detected.
  26. A total of 17 batches of aquatic products were sampled, and 1 batch of unqualified samples was detected. The unqualified item was N-dimethylnitrosamine.
  27. A total of 9 batches of fruit products were sampled, and 1 batch of unqualified samples was detected. The unqualified item was sodium cyclamate.
  28. A total of 6 batches of quick-frozen food were sampled, and no unqualified samples were detected.
  29. A total of 9 batches of confectionery products were sampled, and no unqualified samples were detected.
  30. A total of 9 batches of special dietary foods were sampled, and no unqualified samples were detected.
  31. A total of 12 batches of formula foods for special medical purposes were sampled, and no unqualified samples were detected.
  32. A total of 4 batches of condiments were sampled, and no unqualified samples were detected.
  33. A total of 8 batches of beverages were sampled, and no unqualified samples were detected.

  3. Disposal of substandard products
   For the unqualified products in this sampling inspection, our bureau has adopted administrative control measures to prevent the unqualified products from entering the market further. Our bureau requires the market supervision departments of all jurisdictions to promptly investigate and deal with unqualified products and their producers and operators, order enterprises to find out the flow of products, recall unqualified products, and analyze the reasons for rectification; require business units to immediately take actions on unqualified products Measures to control risks, and investigate and deal with them in accordance with the law.
  4. Food safety consumption tips
   Shenzhen Municipal Market Supervision and Administration Bureau reminds you that during the epidemic, when shopping for food in supermarkets or vegetable markets, especially when buying imported frozen meat products and frozen aquatic products, you should take personal protection to avoid direct contact with animals or Frozen products, if you need to touch, wear gloves, wash hands immediately after touching, avoid touching eyes, nose, mouth. The cooking process of frozen food should be kept clean, use safe water and raw materials, separate raw and cooked, cooked and cooked thoroughly, and keep the food at a safe temperature.
   Catering units and various canteens should pay attention to fixed-point procurement when purchasing food materials such as grain, oil, and non-staple food, and resolutely stop purchasing from unlicensed mobile vendors. The designated purchasing unit shall have all the certificates and licenses in accordance with the regulations to ensure the traceability of the raw and auxiliary materials purchased. The purchased raw and auxiliary materials should be checked and accepted before being put into storage, and counterfeit, inferior, corrupt, and expired food and agricultural products should be rejected. Procurement on demand to avoid corruption and deterioration due to excessive purchases and long storage time.
   In addition, in response to the outstanding problems found in this notification, consumers should pay attention to the following when buying food and dining out:
   (1) When choosing a restaurant, consumers should choose a formal catering service unit with complete licenses, a high level of food safety supervision, bright kitchens, and a clean and tidy environment. Pay attention to the sanitary condition of their tableware when dining in small catering units.
   (2) Try to buy goods from comprehensive supermarkets, large-scale farmers’ markets, etc. When purchasing, citizens should pay attention to choosing stalls and varieties that have passed the random inspection on the market, and actively ask for and keep the purchase receipts to protect their legitimate rights and interests. When purchasing products, pay attention to the production date, shelf life and storage conditions on the product label.
   (3) The fresh-keeping effect of edible agricultural products under refrigerated conditions is better than normal temperature, but different varieties should be stored separately as far as possible to avoid mutual contamination of microorganisms. To maintain the nutrition and flavor of fresh agricultural products, please consume them as soon as possible.
   (4) When buying food, the amount should be moderate. It is not advisable to stock up too much food at once. Improper storage of food in a humid environment can easily cause moldy and deterioration, and shorten the shelf life. In order to maintain the nutrition and flavor of the purchased food, pay attention to moisture-proof treatment during storage, and consume the food as soon as possible after opening.
