   Recently, the State Administration of Market Supervision organized and carried out the national supervision and random inspection of the quality of 21 kinds of food-related products including composite film bags. The relevant situation is reported as follows:
  1. Basic information
   (1) Sampling check overview. The products in this spot check are composite film bags, non-composite film bags, polyethylene terephthalate (PET) bottles, plastic baby bottles, plastic cups, plastic bottle caps, melamine plastic tableware, and plastic disposable catering Utensils, food contact paper and cardboard materials, paper cups, food contact paper containers, glass wine bottles, glass food bottles and cans, stainless steel vacuum cups, aluminum and aluminum alloy non-stick pans, pressure cookers, industrial and commercial electric food processing equipment, industrial And 21 kinds of products such as commercial electric food processing equipment, dishwashing detergent, disposable bamboo and wooden chopsticks, and daily ceramic tableware.
   A total of 2,300 batches of products produced by 2,285 companies were randomly checked (not involving export products). Among them, two batches of products are suspected of over-production, etc., which have been transferred to the market supervision department where the company is located. 2298 batches of products produced by 2283 enterprises were inspected, 98 batches of products were found to be unqualified, and the unqualified discovery rate was 4.3%.
   (2) Refusal of inspection. In this random inspection, the Juzhiyuan Bamboo Chopsticks Processing Factory in Luyi County violated the provisions of the”Product Quality Law of the People’s Republic of China” and refused to accept the supervision and random inspection without justifiable reasons during the random inspection of disposable bamboo and wooden chopsticks.
   (3) Main practice. One is to adopt a”double random” spot check method. Sampling inspection agencies are selected by bidding, and the random inspection enterprises are randomly selected through the”double random” information system, and the inspection agencies are randomly matched. The second is to implement separation of sampling inspections. In addition to on-site inspections, product sampling and inspection work are carried out by different institutions or different personnel within the institutions. The third is to remotely monitor the entire sampling process to provide traceability evidence.
  Second, spot check result analysis
  (一) Composite film bag. A random inspection of 120 batches of composite film bag products produced by 120 enterprises in 17 provinces (autonomous regions and municipalities) was conducted. Among them, 3 batches of products were unqualified, and the unqualified discovery rate was 2.5%. Focus on sensory indicators, evaporation residue (total migration), potassium permanganate consumption, heavy metals (calculated as Pb), total solvent residues, benzene solvent residues, toluene diamine (4%acetic acid), o-benzene 13 items including specific migration amount, total number of microorganisms, pathogenic bacteria, barrier performance (oxygen), barrier performance (water vapor), and heat seal strength of plasticizers were tested. The unqualified item is the total amount of residual solvent.
   (2) Non-composite film bags. We randomly checked 400 batches of non-composite film bag products produced by 397 enterprises in 18 provinces (autonomous regions and municipalities), of which 13 batches were unqualified, and the unqualified discovery rate was 3.3%. Focus on sensory requirements, total migration, consumption of potassium permanganate, heavy metals (calculated as Pb), decolorization test, total specific migration (calculated as caprolactam), specific migration of vinyl chloride, specific migration of phthalic plasticizers 11 items including the amount, barrier performance (oxygen), barrier performance (water vapor), and heat seal strength were tested. The unqualified items are barrier performance (oxygen), barrier performance (water vapor), and heat seal strength.
  (3) Polyethylene terephthalate (PET) bottle. A random inspection of 150 batches of polyethylene terephthalate (PET) bottle products produced by 150 enterprises in 22 provinces (autonomous regions and municipalities) was conducted. Focus on sensory requirements, total migration, potassium permanganate consumption, heavy metals (calculated by Pb), decolorization test, specific migration (calculated by antimony), total specific migration (calculated by terephthalic acid), specific migration Eight items including the total amount (calculated in ethylene glycol) were inspected.    (4) Plastic bottles for infants and young children. We randomly checked 60 batches of plastic milk bottle products for infants and young children produced by 60 enterprises in 6 provinces (municipalities).    (5) Plastic cups. We randomly checked 75 batches of plastic cup products produced by 75 enterprises in 6 provinces (municipalities).   (6) Plastic bottle caps. A random inspection of 89 batches of plastic bottle cap products produced by 89 companies in 12 provinces (municipalities) was conducted. One batch of products was suspected of over-production and has been transferred to the local market supervision department for processing.   (7) Melamine plastic tableware. We randomly checked 80 batches of melamine plastic tableware products produced by 79 enterprises in 12 provinces (autonomous regions and municipalities). One batch of products was unqualified, and the unqualified discovery rate was 1.3%. Focus on sensory requirements, total migration, potassium permanganate consumption, heavy metals (calculated by Pb), decolorization test, specific migration of melamine, specific migration total (calculated by formaldehyde), dry heat resistance, low temperature resistance, 13 items including heat and humidity resistance, pollution resistance, warpage (floor), and drop were tested. The unqualified item is pollution resistance.
   (8) Plastic disposable tableware. We randomly checked 176 batches of plastic disposable tableware products produced by 176 enterprises in 17 provinces (autonomous regions and municipalities).    (9) Food contact paper and cardboard materials. We randomly checked 120 batches of food contact paper and cardboard material products produced by 120 enterprises in 14 provinces (municipalities).    (ten) paper cups. A random inspection of 150 batches of paper cup products produced by 148 enterprises in 20 provinces (autonomous regions and municipalities) was conducted, of which 18 batches were unqualified, and the unqualified discovery rate was 12.0%. Focus on sensory requirements, lead, arsenic, formaldehyde, fluorescent substances, total migration, potassium permanganate consumption, heavy metals (calculated as Pb), coliforms, salmonella, mold, sensory indicators, leakage performance, cup body 14 items including stiffness were tested.    (11) Paper containers for food contact. A random inspection of 180 batches of food contact paper container products produced by 180 enterprises in 20 provinces (autonomous regions and municipalities) was conducted, of which 10 batches were unqualified, and the unqualified discovery rate was 5.6%. Focus on the senses (sensory requirements), lead, arsenic, formaldehyde, fluorescent substances, total migration, potassium permanganate consumption, heavy metals (calculated as Pb), coliforms, salmonella, mold, temperature resistance test, leakage 17 items including performance, compressive strength, end cap detachment force, axial crushing force, and rapid leakage test were tested. The unqualified items are compressive strength, leakage performance, and potassium permanganate consumption.
   (twelve) glass wine bottle. A random inspection of 120 batches of glass wine bottle products produced by 120 enterprises in 14 provinces (regions and municipalities) was conducted. One batch of products was unqualified, and the unqualified discovery rate was 0.8%. Focus on 8 items including internal pressure resistance, thermal shock resistance, internal stress, impact resistance, internal surface water resistance (internal surface water erosion resistance), lead (Pb) migration, cadmium (Cd) migration, and vertical axis deviation Tested.    (thirteen) glass food bottles. We randomly checked 40 batches of glass food bottles and cans produced by 40 companies in 10 provinces (regions). Focus on resistance to thermal shock, internal stress, internal surface water resistance (internal surface water erosion resistance), lead (Pb) migration, cadmium (Cd) migration, impact resistance (mechanical shock resistance), internal pressure resistance, vertical axis deviation Wait for 8 items to be tested.    (fourteen) stainless steel vacuum cup. Spot-checked 22 batches of stainless steel vacuum cup products produced by 22 enterprises in 4 provinces (cities). The inspection focused on 12 items including thermal insulation efficiency, impact resistance, sensory requirements, arsenic, cadmium, nickel, chromium, lead, total migration, potassium permanganate consumption, heavy metals (calculated as Pb), and decolorization test. No substandard products were found in this spot check.
  (15) Aluminum and aluminum alloy non-stick pan. A random inspection of 22 batches of aluminum and aluminum alloy non-stick pan products produced by 22 enterprises in 3 provinces was conducted. One batch was unqualified, and the unqualified discovery rate was 4.5%. Focus on the heat resistance of the handle, the thickness of the non-stick pan base material, the wear resistance of the non-stick coating, the sensory requirements of the coating, the total migration, the consumption of potassium permanganate, and the heavy metals (in terms of Pb). test.    (sixteen) pressure cooker. We randomly checked 22 batches of pressure cooker products produced by 22 enterprises in 4 provinces, of which 3 batches were unqualified, and the unqualified discovery rate was 13.6%.   (17) Industrial and commercial electric food processing equipment. We randomly checked 88 batches of industrial and commercial electric heating food processing equipment products produced by 88 enterprises in 7 provinces (municipalities). One batch of products was suspected of over-production and has been transferred to the local market supervision department for processing. Among the 87 batches of products inspected, 28 batches were unqualified, and the unqualified discovery rate was 32.2%. We randomly checked 21 batches of industrial and commercial electric food processing equipment products produced by 21 enterprises in 5 provinces, of which 10 batches were unqualified, and the unqualified discovery rate was 47.6%.    (19) Dishwashing detergent. A random inspection of 203 batches of dishwashing detergent products produced by 195 enterprises in 23 provinces (regions and municipalities) was conducted, of which 8 batches were unqualified, and the unqualified discovery rate was 3.9%. Focus on total active content, pH, fluorescent whitening agent, methanol content, formaldehyde (formaldehyde content), arsenic (As), heavy metals (calculated as Pb), total number of colonies, coliforms, total phosphorus pentoxide (P2O5) 13 items including content, effective acid mass fraction (calculated as H2SO4), corrosion rate, total alkali mass fraction (calculated as NaOH), etc. were tested.    (twenty) disposable bamboo and wooden chopsticks. A random inspection of 100 batches of disposable bamboo and wooden chopsticks produced by 99 enterprises in 11 provinces (regions) was conducted. Focus on 11 projects including coliforms, Salmonella, Shigella, Staphylococcus aureus, Streptococcus hemolyticus, mold, sulfur dioxide leaching, thiabendazole, o-phenylphenol, biphenyl, imazalil, etc. test. No substandard products were found in this spot check.
   (twenty-one) daily ceramic tableware. A random inspection of 62 batches of daily-use ceramic tableware products produced by 62 enterprises in 7 provinces (regions) was conducted. Among them, 2 batches of products were unqualified, and the unqualified discovery rate was 3.2%. Five items including thermal shock resistance (thermal stability), lead migration, cadmium migration, microwave oven adaptability (requirements for safe use of microwave ovens), and refrigerator to microwave oven adaptability were tested. The unqualified item is thermal shock resistance.

  3. Tracking spot check results
   In this follow-up spot check, 98 companies were unqualified in the previous spot check. 20 companies were still unqualified in this spot check, and 78 companies were found to be unqualified in this spot check.
  Four. Work requirements
  In response to the problems found in this national inspection of food-related product quality, the market supervision bureaus (departments and committees) of all provinces, autonomous regions, municipalities and Xinjiang Production and Construction Corps shall comply with the”Food Safety Law of the People’s Republic of China” and”Products of the People’s Republic of China” The Quality Law, the Interim Measures for the Administration of Product Quality Supervision and Random Inspection, and other provisions, conscientiously do a good job in post-processing.
   (1) The local government and relevant departments shall be notified of the unqualified products in the spot check and the refusal to accept the supervision and spot check, and take effective measures to urge enterprises to implement the main responsibility for product quality and safety in accordance with the law, and guide enterprises to organize production in strict accordance with standards. Maintain product quality and safety.
   (2) For products with a high rate of unqualified detection in this spot check, such as industrial and commercial electric food processing equipment, industrial and commercial electric food processing equipment, pressure cookers, paper cups, etc., follow-up follow-up of manufacturers should be increased Supervision and inspection efforts.
  (3) The production enterprises that have found problems in this spot check, especially those that refuse to accept supervision and spot checks, and those that fail the continuous spot checks, shall be dealt with strictly in accordance with the law.
   (4) For the unqualified products in this spot check, the producers and operators shall be supervised in accordance with the law to take measures such as removing the shelves and destroying them. Encourage the traceability of unqualified products, and promote the realization of traceability and risk management of the flow of unqualified products through production records, request for certificates, and spot check results.
   (5) For the problems exposed in this random inspection, we must organize relevant industries and technical institutions to hold product quality analysis meetings and other methods to actively help enterprises find the causes, propose improvement measures and solutions, and promote the quality of the industry Continuous improving.
