   In order to implement the relevant requirements of the”Announcement on the Total Ban on Import of Solid Waste” (Announcement No. 53 of 2020) issued by the Ministry of Ecology and Environment, the Ministry of Commerce, the National Development and Reform Commission, and the General Administration of Customs, to meet the requirements of customs entry For animal quarantine supervision work, the General Administration of Customs shall provide for the”Regulations for the Establishment of Customs Supervised Workplaces (Sites)” (General Administration of Customs Announcement No. 68 of 2019) and”Regulations for the Installation of Monitoring Cameras for Customs Supervised Workplaces (Sites)” (General Administration of Customs) The Announcement No. 69 of 2019) and the”Management Regulations for Customs Designated Supervision Sites” (Announcement No. 212 of the General Administration of Customs) have been revised. The revised content is as follows:
   1. The”Customs Supervision Workplace (Site) Setting Specification” (Announcement No. 68, 2019 of the General Administration of Customs) is revised as follows:
  (1) Amend the relevant provisions of Article 2 of Chapter 1.
   Article 2 (2) of the”General Provisions” in Chapter 1 is revised to read:”Centralized operation sites, including passenger clearance operations sites, postal inspection operations sites, etc.”
  (2) Amend the relevant provisions of Article 3 of Chapter 1.
   Article 3 (2) of Chapter 1″General Provisions” is revised to read:”Inspection operation area. This functional area is mainly for inspection, with necessary storage areas, temporary storage areas, deduction areas, Technical rectification areas, etc. Customs supervision of workplaces (sites) involving the operation of imported cars, ordinary food, imported cold-chain food, imported aquatic animals, imported fruits, imported wood, imported grain, imported seedlings, supply to Hong Kong and Macau For businesses such as fresh and live products, blood and other special items, containers/box-type trucks carrying goods, and passenger cars entering and leaving the country at highway ports, the specific requirements for the corresponding inspection operation area are set out in the”Customs supervision operation site (site) inspection operation area setting” Specifications” (Annex 2).”
  (3) Revise the relevant provisions of Article 4 of Chapter 1.
   Article 4 (3) of Chapter 1″General Provisions” is amended to read:”Passenger customs clearance operations sites, postal inspection operations sites and other centralized operations sites shall apply the corresponding customs centralized operations site setting specifications in this specification .”
   (4) Delete some chapters of Chapter 3.
   The full text of Section 3″Isolation and Quarantine Sites for Entry Animals” in Chapter 3″Specifications for the Establishment of Customs Centralized Operating Sites” is deleted.
   (5) Delete some chapters of”Attachment 2″.
   The full text of Chapter 9″Imported Waste Material Inspection Area” of Annex 2″Customs Supervision Workplace (Site) Inspection Operation Area Setting Specification” is deleted.
   2. The”Customs Supervision Workplace (Field) Monitoring Camera Installation Specification” (General Administration of Customs Announcement No. 69, 2019) is amended as follows:
  (1) Amend the relevant provisions of Article 2 of Chapter 1.
  1. Amend Article 2 (2) of Chapter 1″General Provisions” to read:”Customs centralized operation sites, such as passenger clearance operations sites, postal inspection operations sites, etc.”
  2. Article 2 (3) of the “General Provisions” of Chapter One is revised to read:“Functional areas in customs supervision work sites (sites), such as general inspection sites, port pre-interception work areas, import Automobile inspection area, animal and plant product (including food) inspection area, Hong Kong and Macau fresh product inspection area, sanitary quarantine inspection area, highway port passenger car inspection area, entry log quarantine processing area, entry large seedling quarantine processing site, etc. For details of the setting requirements, please refer to the”Specifications for the Setting of Surveillance Cameras in the Functional Area of ​​Customs Supervised Workplaces (Fields)” (Annex 1).”
   (2) Delete some chapters of Chapter 3.
   The full text of Section 3″Isolation and Quarantine Sites for Entry Animals” in Chapter 3″Specifications for the Installation of Monitoring Cameras on Customs Centralized Operation Sites” is deleted.
   (3) Delete some chapters of”Attachment 1″.
   The full text of Chapter 5″Imported Waste Material Inspection Area” in Annex 1″Specifications for the Installation of Monitoring Cameras in Functional Areas of Customs Supervised Workplaces (Fields)” is deleted.
  3. The”Regulations for the Administration of Customs Designated Supervision Sites” (Announcement No. 212 of the General Administration of Customs, 2019) are revised as follows:
  (1) Amend the relevant provisions of Article 3.
   Amend Article 3 to read:”Designated surveillance sites include:(1) Designated surveillance venues for imported meat; (2) Designated surveillance venues for imported chilled aquatic products; (3) Designated surveillance venues for imported grain; (4) Designated surveillance sites for imported fruits; (5) Designated surveillance sites for imported edible aquatic animals; (6) Designated surveillance sites for imported plant seedlings; (7) Designated surveillance sites for imported logs; (8) Other entry Designated surveillance sites for high-risk animals, plants and their products.”
  (2) Amend the relevant provisions of Article 4.
   Amend Article 4 to read:”The designated supervision site shall in principle be located in the supervision zone of the first entry port.”
  (3) Delete the provisions of Article 37.
   Article 37 is deleted from the full text:”The entry animal quarantine site shall be inspected and accepted by the customs directly under it before being used again.”
  (4) Delete the provisions of Article 38.
   Article 38 is deleted from the full text:”The non-national quarantine site in Article 3 (8) of this specification may not provide the feasibility assessment report and project application organized by the local government.”
  The revised specification text is in the attachment.
   This announcement shall take effect on the day of its release.
